The needs are varied, from the readers who consume news of their personal interest to journalists who keep track of what is going on in the world, try to understand what their readers think of various topics, or want to automate routine reporting. The aim of Hackashop 2021 is to foster discussion and research on the combination of language technology and news media content. The hackashop provides a forum for both discussing scientific advances in analysis of news stories and their reader comments and in automated generation of reports, as well as for experimental work on identifying interesting phenomena in reader comments and reporting on them. Accordingly, the hackashop was implemented in a dual format. A traditional track consisted of submission of scientific papers, their reviews and finally paper presentations. It was complemented by an active, experimentation-based track consisting of an online hackathon preceding the workshop, with presentation of the results in the joint workshop event. Both tracks shared the same topic, news media analysis and generation, and participants to the two tracks had a good amount of overlap. In the workshop track, we encouraged submissions of long and short papers. Based on three experts reviews for each submission, weighing the contributions of the submission against its length, 13 papers were selected for presentation in the workshop event. The online hackathon was organized during a three-week period in February 2021, with six participating teams. The challenges they addressed covered a broad range, as each team had the freedom to define their own aims. In the spirit of providing a joint forum for discussing both scientific advances and experimental work, five hackathon teams submitted short reports to be included in this proceedings. We also include in this proceedings an overview paper on all the tools, models, datasets and challenges collected and provided for the hackathon, as a resource for future scientific and empirical work in the area of news media content analysis and automated report generation. We were very happy to see several cross-disciplinary and cross-sector collaborations involving, e.g., computer scientists, social scientists and media industry, both in workshop papers and hackathon contributions. We were also happy to have numerous contributions that address multilingual settings and low-resource languages. The workshop event on 19 April 2021 brings both tracks together, with presentations of both scientific workshop papers and empirical hackathon reports. We would like to thank all workshop paper authors and hackathon participants for their contributions to the hackashop! We are thankful to the programme committee members for their insightful reviews of the workshop papers. We are equally thankful to the large number of experts who made tools, models, data and challenges available for the hackathon and provided support for the participants. We are grateful to EACL for giving the opportunity to organize the hackashop with them and to experiment with a novel format. The model was already presented in the Deliverables 6.1 (qualitative model) and 6.2 (quantitative model). Focusing on the two subsystems under study, namely the funds’ absorption and general public awareness, the behavioural analysis includes both: (i) quantitative sensitivity analyses of the model’s parameters on the simulation results, (ii) and qualitative insights based on real data, the model’s structure and the outcomes of the quantitative analysis. More specifically, we articulated this study in two parts according to the model’s subsystems. In the funds’ absorption subsystem, as a reminder of the problem under study, we first report a concise analysis of EU and regional evidence on absorption rates. Then, the absorption model is presented in brief, followed by an extensive sensitivity analyses of the model’s parameters. The analysis provides the major simulation findings, along with indicative policy recommendations. Finally, a comprehensive discussion of the modelling approach, based on real data and the modelling results, is presented. In the general awareness subsystem, initially the available awareness data of the related Eurobarometer’s reports are presented for the contextualization of the problem. Thereafter, the awareness model is briefly discussed, while the main sensitivity analyses results are presented along with the related recommendations. Lastly, the model’s building process and the quantitative outcomes are discussed. Overall, this final Deliverable 6.3 contributes towards: (i) identifying the major factors of the CP system that affect the local managing authorities’ (LMAs’) performance in terms of funds’ absorption, as well as the citizens’ awareness about the EU role on regional development, (ii) in order to offer meaningful managerial insights for fostering the LMA administrative capacity and increasing the general public awareness about regional CP funding benefits. The analysis of the influencing factors, along with the adoption of efficient policies, is anticipated to improve the state of the CP system and support the regional sustainability of the local communities.

During this short period, we observe a rapid diversification of migration in Caracaraí: from non-migratory mobility tied to the micro-scale extraction of local products to more-permanent settlement in town, rapid shifts in the direction of internal migration patterns and back to non-migratory mobility patterns again. Drawing from frontier migration studies and mobility transition theories, this paper adopts a social transformation perspective to explore the relation between social change and these mobility transitions. The changing role of the state, from a promoter of infrastructure to a provider of services and public employment, the restructuring of the local economic fabric and its reorientation towards more secondary and tertiary activities, and inhabitants’ imaginaries of the development potential of Caracaraí all explain the shift in migration processes. Investigating these processes, we observe that (i) the state promoted new opportunities, leading to a decline in traditional circular mobility, alongside the growth of temporal workers and spontaneous migrants; (ii) infrastructure advancements encouraged non-migratory mobility patterns between Caracaraí and Boa Vista, the capital city of the State of Roraima; (iii) the provision of public employment intensified internal rural-urban and urban-rural migration patterns, from communities in the interior of the State of Roraima to Caracaraí and vice versa, and (iv) development imaginaries – the perception of how Caracaraí should and could be in the near future – prevented voluminous emigration, during periods of socio-economic slowdown. This research highlights the meaningful role of the state in altering livelihoods and migration decision-making processes. In particular, it shows how state expansion framed cultural imaginaries of the ‘good life’, favouring the desire to stay put in periods of high economic uncertainty, even when life aspirations were not being met by local opportunities

The needs are varied, from the readers who consume news of their personal interest to journalists who keep track of what is going on in the world, try to understand what their readers think of various topics, or want to automate routine reporting. The aim of Hackashop 2021 is to foster discussion and research on the combination of language technology and news media content. The hackashop provides a forum for both discussing scientific advances in analysis of news stories and their reader comments and in automated generation of reports, as well as for experimental work on identifying interesting phenomena in reader comments and reporting on them. Accordingly, the hackashop was implemented in a dual format. A traditional track consisted of submission of scientific papers, their reviews and finally paper presentations. It was complemented by an active, experimentation-based track consisting of an online hackathon preceding the workshop, with presentation of the results in the joint workshop event. Both tracks shared the same topic, news media analysis and generation, and participants to the two tracks had a good amount of overlap. In the workshop track, we encouraged submissions of long and short papers. Based on three experts reviews for each submission, weighing the contributions of the submission against its length, 13 papers were selected for presentation in the workshop event. The online hackathon was organized during a three-week period in February 2021, with six participating teams. The challenges they addressed covered a broad range, as each team had the freedom to define their own aims. In the spirit of providing a joint forum for discussing both scientific advances and experimental work, five hackathon teams submitted short reports to be included in this proceedings. We also include in this proceedings an overview paper on all the tools, models, datasets and challenges collected and provided for the hackathon, as a resource for future scientific and empirical work in the area of news media content analysis and automated report generation. We were very happy to see several cross-disciplinary and cross-sector collaborations involving, e.g., computer scientists, social scientists and media industry, both in workshop papers and hackathon contributions. We were also happy to have numerous contributions that address multilingual settings and low-resource languages. The workshop event on 19 April 2021 brings both tracks together, with presentations of both scientific workshop papers and empirical hackathon reports. We would like to thank all workshop paper authors and hackathon participants for their contributions to the hackashop! We are thankful to the programme committee members for their insightful reviews of the workshop papers. We are equally thankful to the large number of experts who made tools, models, data and challenges available for the hackathon and provided support for the participants.
