When all such facilities are backed by Government aids, the support of a trained librarian having very right orientation and attitude becomes very important. The infrastructural facilities and the services of library professionals are to go hand in hand to utilize the ICT to the full. The studies reveal that lack of ICT awareness and psychological barriers against advanced technologies create hurdles in providing ICT based LIS services.

The present study is descriptive, longitudinal and retrospective of Cuban scientific production resulting from the program in question. The retrieved documents (396) were downloaded directly to a database created with the bibliographic reference manager program EndNote® x.8, with a view to subsequently proceed to the corresponding normalization of the fields to be analyzed in the study. Once the fields were standardized, the frequency lists were created according to the analyzed indicators, which were exported to text files that were subsequently processed with the MicroSoft Excel and Tableau Public 2018.3 programs to generate the tables and corresponding graphs. The program Bibexcel (Olle Persson, University of Umeå, Sweden) was also used to perform not only the general frequency counts but also for the generation of matrices and the analysis of co-authorship, co-authorship, co-occurrence of keywords networks and collaboration between institutions in order to process them later with UCINET 6.175. The NetDraw 2.38 and VOS Viewer 1.6.10 programs were used to achieve their network representation. The collaboration was analyzed in a global manner, by groups and by documentary typology (diploma of advanced studies (DEA), doctoral theses, scientific articles). The relationships established for the development of the research and those established for the direction of the theses were valued. Specifically for the articles, co-authorship networks and inter-institutional links were analyzed. From a total sample of 277 articles published by the participants in the program, only the 174 published during the program period were analyzed. In the theses, the relationships established for tutoring were analyzed. The thematic profile of the program was determined based on the thematic behavior in terms of global production, by groups and by the co-occurrence of keywords declared by the participants. A predominance of multiple authorship was identified, mostly in scientific articles. Relatively important links in the tutoría from the establishment of relationships between the most productive tutors of the program standing out Dra. Maria Pinto Molina. Incorporation of graduates of the program as tutors. At the institutional level, the role of the University of Granada and the University of Havana as the coordinators of the program can be seen, however a wide range of national institutions and a less extensive one are appreciated, mainly from international institutions in Spain, Mexico, Colombia , Dominican Republic and Belgium. At the author level, Maydelín Díaz and Ricardo Arencibia stand out as more collaborative participants, while the tutors most collaborating with their doctoral students turned out to be professors María Pinto, Juan Carlos Fernández and Félix De Moya. At the group level, the behavior was relatively homogeneous.
