    The present paper is the result of the approach and theoretical research of two aspects of the Romanian administrative framework: the reality – which is intended to focus on the historical evolution of the governmental reforms related to administrative capacity and the issues that appeared, and perspectives – Romania’s political possibilities to improve its administrative capacity. The study of the literature offered a good insight into the ongoing administrative reform based on regionalization and decentralization, about the current situation in Romania and it also signaled the lack of concrete steps made in the reform process. The questionnaires sent to several institutions demonstrated that there are different approaches concerning regionalization, but generally the regionalization is considered the most suitable solution for the country’s needs. Thus, the paper argues that Romania has to solve a „multilemma” in this regard, because there are plenty of administrative reform proposals, but this multitude seems to slow down the decision and, therefore, the change. To speed up the course of actions, the paper is proposing a plan for Romania’s regionalization.

    The writer Sergiu Matei Nica (1917–1973), considered one of the most representative Bessarabian poets and publicists, configures in his texts a stratified, mobile Chisinau urban space from a heterogeneous contiuum of experiences, remembered by confrontation with major historical-social or political traumas. The moving fictional radiography of Chisinau converges towards the creation of nostalgic products of the mnemonics of multiple experiences and the understanding of urban space as a living space that shapes collective images. Multilocation by analogy with multivocality expresses in Sergiu Matei Nica’s texts the reflective relationship with the city, the different experimentation depending on the change of place identity and the complex historical: the interwar city of youthful memories, of the remembrance of bohemian life in all sectors of the capital, of the tragedy of June 28, 1941; the city guarded by superhumans from poetry published in volumes, periodicals and unpublished, but also the city of seminarian experience, the destroyed city, through the fire, of the bitterness of the irreparable, with a strong trace of alienation on return and the Soviet city with a severely changed soul from short prose, the city of longing dreams of the convict at forced labor at the Danube-Black Sea Canal, of the fugitive who lives another inner existence from original newspaper pages.

    The tumular cemetery from Gura Secului – Nemţişor (Neamţ county) attributed to Carpathian Tumuli Culture (CTC), consisted of nine tumuli. CTC monuments contain a rather poor material which did not help too much to chronological explanation. The remains of cremated bones of human and animal origin coming from the tumuli found in Gura Secului – Nemţişor have been investigated in the present paper. Only five tumuli, from the total of nine, contain human remains. There have been identified a number of minimum 11 individuals (the maximum being of 18) – six of them being children under the age of 7. Four of them are new born children which means a very high infant mortality, especially in their first six months of life. Five from the total number of 11 individuals that have been identified, died at the ages between 20–35 years. From an archaeozoological point of view, all the 9 tumuli archaeologically investigated contain remains of animal bones as well: domestic bovines (3 cases), a horse (one case), birds (3 cases), unidentified mammals (4 cases), other unidentified animals (6 cases).     This article aims to analyze the situation of the expenses (material resources) in the research - development and innovation (RDI) sector in the European Union, over the period 2000-2014. It examines their evolution in the considered period, as measured by expenditure intensity in the field, being revealed the gap between the EU and other states competing on the international market, i.e. the US, Japan and South Korea, showing that EU lags behind these countries. Outlook for material resources of the EU are determined by trends of new scientific and technical revolution and the transformations that the new technologies (mainly digital) will produce in the human society as a whole. Article reveals the conclusions that can be drawn from the undertaken analysis, mainly that the European Union RDI sector requires an increased allocation of funds in the next period to achieve social objectives assumed by policy makers at EU and national level.

    Dezvoltarea emoțională a persoanei se consideră a fi un factor-cheie ce determină prezența succesului în viață, mult mai important decât inteligența. Rezultă, deci, că formarea emoțiilor ,,inteligente”, corectarea lacunelor existente în dezvoltarea emoțională trebuie să fie considerate sarcină prioritară și primordială în educație.

    În articol sunt prezentate rezultatele cercetării eficienței a 6 metode diferite de autoliză a biomasei levurilor de bere și a activității catalazei (CAT) și superoxiddismutazei (SOD) din extractele de diferită natură obținute din ea. Activitatea CAT și SOD a fost studiată în extractele aminoacido-proteice, manoproteice și β-glucanice. Conform rezultatelor obținute, fac­torii de bază, care condiționează obținerea extractelor cu activitate CAT și SOD maximală, sunt pH-ul și temperatura, utilizate la autoliză. Pentru obținerea extractelor de diferită natură cu activitate CAT și SOD înaltă, este oportună utili­za­­rea la etapa inițială de prelucrare a biomasei de levuri (autoliză) a tamponului fosfat de sodiu (pH-7,8) și a temperaturii +45°C. Extractele proteice, obținute din biomasa de levuri din deșeurile industriei de bere, caracterizate prin activitate CAT și SOD înaltă, posedă potențial înalt de utilizare în industria alimentară, farmaceutică și în sectorul zootehnic.
