    The mother tongue is the main tool for communication between people. This applies to all three forms of verbal communication: an entertaining chat, a work conversation, or a personal conversation - particularly the latter. The birth family with its specific way of experiencing and speaking, primarily steer the child towards a particular way of experiencing itself, others and the world, and at the same time, the use of a specific dialect for human co-existence. In terms of importance it is followed by one's own family. New research findings are presented which show that residents of Slovenia over the age of 50 are firmly convinced that the state, its officials, nursery schools, primary schools and academic institutions bear a fundamental responsibility for the protection of beautiful, correct Slovene in everyday use and for providing help to families in their cultural mission of transferring the mother tongue to the next generation. Materni jezik je glavno orodje za občevanje ali komuniciranje med ljudmi. To velja za vse tri načine besednega komuniciranja: razvedrilni klepet, delovni in osebni pogovor - za tega še prav posebej. Rodna družina s svojim specifičnim načinom doživljanja in govorjenja primarno utiri otroka v njegov osebni način doživljanja sebe, drugih in sveta, s tem pa tudi v rabo rodne narečne materinščine za medčloveško sožitje. Njej sledi po pomenu lastna družina. Novi raziskovalni podatki, ki jih navajamo v prispevku, kažejo, da prebivalci Slovenije, ki so stari 50 in več let, plebiscitarno pričakujejo od države, njenih uradnikov, vrtcev, osnovnih šol in znanstvenih ustanov temeljno odgovornost za varovanje lepe in pravilne slovenščine v vsakdanji rabi ter pomoč družini pri njenem kulturnem poslanstvu prenašanja materinščine naslednjemu rodu.

    Background: Bioprinting is one of the most rapidly developing fields in medicine. Plastic and reconstructive surgery will be affected enormously by bioprinting, due to its original purpose of restoring injured or lost tissue. This article in particular has the purpose to analyze the current state of bioprinted tissues as well as research engagement for its application in plastic and reconstructive surgery. Material and methods: A systematic search for the time span between 2000 and 2022 was performed on EMBASE, Pub-Med, Scopus, and Web of Science databases according to the PRISMA Guidelines. Criteria for the selection of publications were in vitro, animal in vivo, and human in vivo studies where three-dimensional bioprinting of tissue was performed. We extracted data such as (a) author’s country of origin, (b) in vitro study, (c) animal in vivo study, and (d) human in vivo study and categorized the publications by topics such as (1) neural tissue, (2) vascularization, (3) skin, (4) cartilage, (5) bone, and (6) muscle. Additionally, recent discoveries of in vivo animal trials were summarized. - Results: Out of a pool of 1.629 articles, only 29 publications met our criteria. Of these publications, 97% were published by university institutions. Publications from China (28%, n=8), the USA (28%, n=8), and Germany (10%, n=3) led the publication list on 3D bioprinting. Concerning the publications, 45% (n=13) were in vitro studies, 52% (n=15) in vivo studies on animal models, and 3% (n=1) pilot clinical studies on humans as reported by Zhou et al. (EBioMedicine 28: 287–302, 2018). Regarding the classification of topics, our study revealed that publications were mainly in the field of 3D printing of cartilage (n=13, 39%), skin (n=7, 21%), bone (n=6, 18%), and vascularization (n=5, 15%). - Conclusions: To this date, it has not been yet possible to bioprint whole tissue systems. However, the progress in threedimensional bioprinting is rapid. There are still some challenges, which need to be overcome regarding cell survival before and during the printing process, continuation of architecture of bioprinted multilinear cells, and long-term stabilization and survival of complex tissues.     Article is defining public relations as skill of resolution of conflicts of interests between organization and its strategic stakeholders. In the process it refers to the theory of stakeholders management, to the elements of Gruning's theory of public relations and to the scheme of strategic negotiations as a matrix of relations between different interest positions. In the second part the article is concerned with brief overview of techniques of public relations which are defined as elements of organizational discourse,and of programs of public relations, in which it recognizes institutional contexts of organizational communication. Odnosi z javnostmi so v članku obravnavani kot veščina razreševanja interesnih konfliktov med organizacijo in njenimi strateškimi deležniki. Pri tem se avtor navezuje na teorijo upravljanja z deležniki in elemente Grunigove teorije odnosov z javnostmi, ki jo nadgradi s shemo pogajanj kot matrico interesnih razmerij. V drugem delu pa obravnava tehnike, ki jih opredeli kot elemente organiacijskega diskurza, in programe odnosov z javnostmi, v katerih prepoznava institucionalne kontekste organizacijskega komuniciranja.

    The isotopic compositions of oxygen and hydrogen in ice cores are invaluable tools for the reconstruction of past climate variations. Used alone, they give insights into the variations of the local temperature, whereas taken together they can provide information on the climatic conditions at the point of origin of the moisture. However, recent analyses of snow from shallow pits indicate that the climatic signal can become erased in very low accumulation regions, due to local processes of snow reworking. The signal-to-noise ratio decreases and the climatic signal can then only be retrieved using stacks of several snow pits. Obviously, the signal is not completely lost at this stage, otherwise it would be impossible to extract valuable climate information from ice cores as has been done, for instance, for the last glaciation. To better understand how the climatic signal is passed from the precipitation to the snow, we present here results from varied snow samples from East Antarctica. First, we look at the relationship between isotopes and temperature from a geographical point of view, using results from three traverses across Antarctica, to see how the relationship is built up through the distillation process. We also take advantage of these measures to see how second-order parameters (d-excess and 17O-excess) are related to δ18O and how they are controlled. d-excess increases in the interior of the continent (i.e., when δ18O decreases), due to the distillation process, whereas 17O-excess decreases in remote areas, due to kinetic fractionation at low temperature. In both cases, these changes are associated with the loss of original information regarding the source. Then, we look at the same relationships in precipitation samples collected over 1 year at Dome C and Vostok, as well as in surface snow at Dome C. We note that the slope of the δ18O vs. temperature (T) relationship decreases in these samples compared to those from the traverses, and thus caution is advocated when using spatial slopes for past climate reconstruction. The second-order parameters behave in the same way in the precipitation as in the surface snow from traverses, indicating that similar processes are active and that their interpretation in terms of source climatic parameters is strongly complicated by local temperature effects in East Antarctica. Finally we check if the same relationships between δ18O and second-order parameters are also found in the snow from four snow pits. While the d-excess remains opposed to δ18O in most snow pits, the 17O-excess is no longer positively correlated to δ18O and even shows anti-correlation to δ18O at Vostok. This may be due to a stratospheric influence at this site and/or to post-deposition processes.

    The article introduces a special issue of Teorija in praksa providing a comparative state of the art of Foreign Policy Analysis and Diplomatic Studies in international as well as Slovenian perspectives. Its main argument is that an academic gap between Slovenian and international developments are narrower that the one, celebrated this year as the twenty years of Slovenia's statehood. While the developments of Slovenian Foreign Policy Analysis are comparable with world's trends, one may hope that the similar developments will be undertaken also in Slovenian Diplomatic Studies. Those are understood as an interdisciplinary field confronting scientific and practical discourses on diplomacy, primarily conceived both, as a constitutive institution of international community and as a mean of foreign policy. Članek uvaja tematsko številko Teorije in prakse s primerjalno analizo stanja na področjih analize zunanje politike in diplomatskih študij v svetu in na Slovenskem. Ugotavlja, da je akademski razkorak za svetovnimi dogajanji vsekakor manjši od tistega, kar označuje dvajsetletnica slovenske državnosti. Medtem ko je razvoj slovenskega proučevanja zunanje politike primerljiv s svetovnimi trendi, je mogoče upati, da bodo takšen razvoj doživele tudi diplomatske študije kot interdisciplinarno polje soočanja strokovnega in akademskega diskurza o diplomaciji kot zlasti instituciji mednarodne skupnosti in sredstvu zunanje politike.

    The mother tongue is the main tool for communication between people. This applies to all three forms of verbal communication: an entertaining chat, a work conversation, or a personal conversation - particularly the latter. The birth family with its specific way of experiencing and speaking, primarily steer the child towards a particular way of experiencing itself, others and the world, and at the same time, the use of a specific dialect for human co-existence. In terms of importance it is followed by one's own family. New research findings are presented which show that residents of Slovenia over the age of 50 are firmly convinced that the state, its officials, nursery schools, primary schools and academic institutions bear a fundamental responsibility for the protection of beautiful, correct Slovene in everyday use and for providing help to families in their cultural mission of transferring the mother tongue to the next generation. Materni jezik je glavno orodje za občevanje ali komuniciranje med ljudmi. To velja za vse tri načine besednega komuniciranja: razvedrilni klepet, delovni in osebni pogovor - za tega še prav posebej. Rodna družina s svojim specifičnim načinom doživljanja in govorjenja primarno utiri otroka v njegov osebni način doživljanja sebe, drugih in sveta, s tem pa tudi v rabo rodne narečne materinščine za medčloveško sožitje. Njej sledi po pomenu lastna družina. Novi raziskovalni podatki, ki jih navajamo v prispevku, kažejo, da prebivalci Slovenije, ki so stari 50 in več let, plebiscitarno pričakujejo od države, njenih uradnikov, vrtcev, osnovnih šol in znanstvenih ustanov temeljno odgovornost za varovanje lepe in pravilne slovenščine v vsakdanji rabi ter pomoč družini pri njenem kulturnem poslanstvu prenašanja materinščine naslednjemu rodu.

    Background: Bioprinting is one of the most rapidly developing fields in medicine. Plastic and reconstructive surgery will be affected enormously by bioprinting, due to its original purpose of restoring injured or lost tissue. This article in particular has the purpose to analyze the current state of bioprinted tissues as well as research engagement for its application in plastic and reconstructive surgery. Material and methods: A systematic search for the time span between 2000 and 2022 was performed on EMBASE, Pub-Med, Scopus, and Web of Science databases according to the PRISMA Guidelines. Criteria for the selection of publications were in vitro, animal in vivo, and human in vivo studies where three-dimensional bioprinting of tissue was performed. We extracted data such as (a) author’s country of origin, (b) in vitro study, (c) animal in vivo study, and (d) human in vivo study and categorized the publications by topics such as (1) neural tissue, (2) vascularization, (3) skin, (4) cartilage, (5) bone, and (6) muscle. Additionally, recent discoveries of in vivo animal trials were summarized. - Results: Out of a pool of 1.629 articles, only 29 publications met our criteria. Of these publications, 97% were published by university institutions. Publications from China (28%, n=8), the USA (28%, n=8), and Germany (10%, n=3) led the publication list on 3D bioprinting. Concerning the publications, 45% (n=13) were in vitro studies, 52% (n=15) in vivo studies on animal models, and 3% (n=1) pilot clinical studies on humans as reported by Zhou et al. (EBioMedicine 28: 287–302, 2018). Regarding the classification of topics, our study revealed that publications were mainly in the field of 3D printing of cartilage (n=13, 39%), skin (n=7, 21%), bone (n=6, 18%), and vascularization (n=5, 15%). - Conclusions: To this date, it has not been yet possible to bioprint whole tissue systems. However, the progress in threedimensional bioprinting is rapid. There are still some challenges, which need to be overcome regarding cell survival before and during the printing process, continuation of architecture of bioprinted multilinear cells, and long-term stabilization and survival of complex tissues.     Article is defining public relations as skill of resolution of conflicts of interests between organization and its strategic stakeholders. In the process it refers to the theory of stakeholders management, to the elements of Gruning's theory of public relations and to the scheme of strategic negotiations as a matrix of relations between different interest positions. In the second part the article is concerned with brief overview of techniques of public relations which are defined as elements of organizational discourse,and of programs of public relations, in which it recognizes institutional contexts of organizational communication.     The isotopic compositions of oxygen and hydrogen in ice cores are invaluable tools for the reconstruction of past climate variations. Used alone, they give insights into the variations of the local temperature, whereas taken together they can provide information on the climatic conditions at the point of origin of the moisture. However, recent analyses of snow from shallow pits indicate that the climatic signal can become erased in very low accumulation regions, due to local processes of snow reworking. The signal-to-noise ratio decreases and the climatic signal can then only be retrieved using stacks of several snow pits. Obviously, the signal is not completely lost at this stage, otherwise it would be impossible to extract valuable climate information from ice cores as has been done, for instance, for the last glaciation. To better understand how the climatic signal is passed from the precipitation to the snow, we present here results from varied snow samples from East Antarctica. First, we look at the relationship between isotopes and temperature from a geographical point of view, using results from three traverses across Antarctica, to see how the relationship is built up through the distillation process. We also take advantage of these measures to see how second-order parameters (d-excess and 17O-excess) are related to δ18O and how they are controlled. d-excess increases in the interior of the continent (i.e., when δ18O decreases), due to the distillation process, whereas 17O-excess decreases in remote areas, due to kinetic fractionation at low temperature. In both cases, these changes are associated with the loss of original information regarding the source. Then, we look at the same relationships in precipitation samples collected over 1 year at Dome C and Vostok, as well as in surface snow at Dome C. We note that the slope of the δ18O vs. temperature (T) relationship decreases in these samples compared to those from the traverses, and thus caution is advocated when using spatial slopes for past climate reconstruction. The second-order parameters behave in the same way in the precipitation as in the surface snow from traverses, indicating that similar processes are active and that their interpretation in terms of source climatic parameters is strongly complicated by local temperature effects in East Antarctica. Finally we check if the same relationships between δ18O and second-order parameters are also found in the snow from four snow pits. While the d-excess remains opposed to δ18O in most snow pits, the 17O-excess is no longer positively correlated to δ18O and even shows anti-correlation to δ18O at Vostok. This may be due to a stratospheric influence at this site and/or to post-deposition processes.

    The article introduces a special issue of Teorija in praksa providing a comparative state of the art of Foreign Policy Analysis and Diplomatic Studies in international as well as Slovenian perspectives. Its main argument is that an academic gap between Slovenian and international developments are narrower that the one, celebrated this year as the twenty years of Slovenia's statehood. While the developments of Slovenian Foreign Policy Analysis are comparable with world's trends, one may hope that the similar developments will be undertaken also in Slovenian Diplomatic Studies. Those are understood as an interdisciplinary field confronting scientific and practical discourses on diplomacy, primarily conceived both, as a constitutive institution of international community and as a mean of foreign policy. Članek uvaja tematsko številko Teorije in prakse s primerjalno analizo stanja na področjih analize zunanje politike in diplomatskih študij v svetu in na Slovenskem. Ugotavlja, da je akademski razkorak za svetovnimi dogajanji vsekakor manjši od tistega, kar označuje dvajsetletnica slovenske državnosti. Medtem ko je razvoj slovenskega proučevanja zunanje politike primerljiv s svetovnimi trendi, je mogoče upati, da bodo takšen razvoj doživele tudi diplomatske študije kot interdisciplinarno polje soočanja strokovnega in akademskega diskurza o diplomaciji kot zlasti instituciji mednarodne skupnosti in sredstvu zunanje politike.
