    This paper uses SOEP data to study the distributional effect of intergenerational transfers on the wealth distribution of German households. Similar to most other central European countries, Germany is likely to face a period of increasing aggregate bequest flows. At the same time, there is an ongoing debate on the distributional implications of such wealth shocks. This study adds to the discussion by providing causal estimates for the effect of transfer receipt on the savings behavior of households. The model allows for dynamic adjustment and variations in the savings behavior over the wealth distribution. I use the estimates to decompose the overall effect of transfers on wealth inequality in the effect of the aggregated transfer volume, the transfer incidence over the wealth distribution and the effect of the savings behavior. The results are very much in line with the literature, indicating that transfers tend to equalize wealth inequality, despite minor variations in the savings behavior over the wealth distribution and despite a strong relationship between initial household wealth and transfer accrual.

    Edible flowers help us gain pleasure from the way our food is presented by paying attention to details like color, shape, flavor and aroma. Consumed since ancient times, edible flowers are regaining popularity in today’s cuisines. This paper 1) introduces edible flowers consumed in different countries and cultures around the world, 2) reports some medicinal and nutritional properties, and 3) lists issues related to its market and possible solutions. By learning and sharing the knowledge about edible flowers, we are able to revive the traditional knowledge accumulated by our ancestors that may prove valuable from medicinal and nutritional aspects. Development of edible flower market will rely on reviewing the legislation and standard of production that must differ from ornamental flowers. This is to ensure the health and safety concerns of customers. If specific measures are taken by all stakeholders to educate, convince and comfort consumers, edible flower market has the potential to grow as a new commodity in local markets around the world. 色、形、味、香りが豊富な食用花を使うことで食事をもっと楽しむことができる。食用花は昔から利用されていたが、最近になって人気が再燃している。この論文では世界中の国や文化で花が食用として使われてきた歴史や、花に含まれている栄養・薬用成分、食用花の市場の開発、その発展を妨げる要因について論じる。食用花に関する昔ながらの知恵を発掘することで栄養学や製薬方法に役立てることができる。また、食用花市場の発展のためには食用花の安全性と正しい利用方法について消費者に教育を行うことが必要不可欠である。食用花の栽培、利用、市場開発のためには、国ごとに独自の工夫を重ねていくべきであり、その方法についても研究を深める必要がある。本論文では過去の事例に基づき、食用花の普及に向けた今後の取り組みについて考察した。 application/pdf

    There are increasing expectations of community-based financing for local renewable projects in Japan and in France: In both France and Japan, it has been about 10-20 years since the power market has been open to competition, where France is ahead, having fully liberalized its market to households in 2007, compared with that of Japan in 2016. With this as a background, a number of local governments are now able to establish power producer suppliers (PPS) to develop and supply renewable energy. Local renewable projects of the PPS, if properly designed, can function as a mechanism to create circular financial flow, where profits associated with electricity sales and the associated financial benefits may stay in the communities to form a shared stock for residential benefits. This paper illustrates cases in Japan and France, where both electricity markets were once centralized but are now open to new entrants, to identify if and how the projects have come about, and what the key factors are of creating community benefits. It also analyzes financial and credibility barriers through the case studies, to draw lessons for further community renewable development. The findings will help to understand the importance of community financial flow for community sustainability, and how the communities gained access to finance and investment.

  • Проблема качества пищевой продукции давно вышла за рамки предприятий пищевой промышленности, став в настоящее время мощным инструментом имиджевой составляющей организации и одной из основ социально-экономической политики развитых стран. Производство пищевой продукции, отвечающей регламентированным требованиям, связано с принятием профессионально обоснованных решений, базирующихся на результатах контроля и анализа постоянной деятельности в рамках повышения качества изготовления, совершенствования элементов производства и всей системы в общем. Организация производственного цикла макаронных изделий на большинстве отечественных предприятиях предусматривает внедрение эффективных технологических приемов и использование качественного исходного сырья, позволяющих обеспечить спрос продукции, удовлетворяющей критериям пищевой ценности и товарным характеристикам. Однако аспекты формирования качества макаронных изделий связаны с гораздо большим количеством факторов, необходимость учета которых обязывает производителя подходить к управлению качеством продукции как к системе, охватывающей все элементы жизненного цикла. Использование статистических методов контроля значительно повышает результативность и облегчает быстрое принятие управленческих решений. В рамках действующей на предприятии системы контроля традиционно делается акцент на этап приемки сырья и исследования качественных характеристик уже готовых изделий, что не исключает вероятность возникновения несоответствий на остальных производственных операциях, а значит является недостаточно эффективным механизмом в борьбе за стабильное качество вырабатываемой продукции. Апробация основных положений разработанной авторами методики в рамках деятельности предприятия на практике стала предпосылкой для решения проблемы неэффективного расходования сырьевых ресурсов, уменьшения процента дефектной продукции, повышения конкурентных преимуществ производителя. The problem of the quality of food products has long gone beyond the scope of food industry enterprises, and has now become a powerful tool for the image component of the organization and one of the foundations of the socio-economic policy of developed countries. The organization of the production cycle of pasta at most domestic enterprises provides for the introduction of effective technological methods and the use of high-quality raw materials, which make it possible to meet the demand for products that meet the criteria of nutritional value and commercial characteristics. However, the aspects of the formation of the quality of pasta are associated with a much larger number of factors, the need to take into account which obliges the manufacturer to approach product quality management as a system covering all elements of the life cycle. The aim of the work is to develop a scheme for managing the quality of pasta based on the use of statistical control methods. Within the framework of the control system operating at the enterprise, an emphasis is traditionally placed on the stage of acceptance of raw materials and the study of the quality characteristics of finished products, which does not exclude the possibility of inconsistencies in other production operations, which means that it is not an effective mechanism in the struggle for the stable quality of the manufactured products. The approbation of the main provisions of the methodology developed by the authors within the framework of the enterprise's activities in practice became a prerequisite for solving the problem of inefficient use of raw materials, reducing the percentage of defective products, increasing the competitive advantages of the manufacturer.

    日本においては、1942(昭和17)年に農事用水車が全国に78482 箇所存在したという記録がある。当時は、粉を挽いたり、搗いたりする用途、水をくみ上げる用途、油などを絞る用途など、貴重な動力源として用いられていた。そのような水車は、安価な化石燃料によって駆逐され、現在も稼働している水車は全国的に見ても数少ない状況となっている。たとえば、平岡(1992)によると、1992 年の段階で九州地方に現存する水車は160 基(福岡23、佐賀14、長崎5、大分56、熊本18、宮崎5、鹿児島39)にすぎないと報告されている。 2011(平成23)年3月に発生した福島第一原発の事故に伴って、原子力発電の安全性やコストに対する懸念が広がり、再生可能エネルギー全般の再評価が行われるに至った。中でも、水力発電は、年間降水量世界第6位という雨の多い日本においては、その風土に適した再生可能エネルギーとみなされ、2011年8月に成立した再生可能エネルギー特別措置法での固定価格買取制度の対象にもされた。 「水車の記憶マップ」づくりとは、昔、どこに水車が置かれていたのかを聞き取り調査によって地図上に図示するフィールド学習プログラムである。過去の全国的な農事用水車の広がりと、再生可能エネルギーに対する関心の高まりにかんがみ、全国的に展開できるプログラムとすることができるのではないかと考え、実際にマップづくりができるかどうかを、岩手県陸前高田市において試みてみた。本稿では、その結果を紹介し、プログラムの進行手順についてとりまとめるものである。

    À partir de microdonnées sur les ménages exploitables à des fins de comparaison internationale, les auteurs étudient les différences dans le niveau d’endettement et la nature des dettes des ménages de dix pays de la zone euro et des États-Unis, et la possibilité que ces ménages se retrouvent en situation de surendettement. Les ménages américains sont proportionnellement les plus nombreux à contracter des emprunts garantis et non garantis; ils supportent aussi d’importants encours de dette comparativement aux ménages européens, et leur situation financière est davantage grevée par le service de la dette. Ces disparités sont essentiellement attribuables au contexte économique américain qui apparaît plus propice à la souscription des deux types d’emprunt. Par exemple, les différences de contexte économique sont à l’origine de plus de 85 % de l’écart entre les États-Unis et le pays européen médian dans les proportions de ménages endettées. Même si les ménages américains ont un niveau plus élevé de revenu et de patrimoine financier que les ménages européens, le service de la dette pèse plus lourdement sur leur situation financière du fait essentiellement qu’un montant de garantie donné se traduit aux États-Unis par une plus forte proportion de ménages souscripteurs d’emprunts garantis et des encours plus importants. Ces résultats donnent à penser que les ménages américains sont relativement plus vulnérables aux chocs négatifs. We use internationally comparable household-level data for ten euro area economies and the United States to investigate cross-country differences in debt holdings and the potential of debt overhang. U.S. households have the highest prevalence of both collateralized and non-collateralized debt, hold comparatively large amounts of loans outstanding, and face a higher debt-service burden. These differences are mainly attributed to the U.S. economic environment, which appears to be more conducive to both types of debt. For instance, differences in the economic environment between the United States and the median European country explain more than 85% of the overall difference in the prevalence of debt holdings. Even though U.S. households have higher income and financial wealth than their European counterparts, their debt burden remains comparatively elevated, primarily because a given level of collateral translates into a higher prevalence of collateralized debt, and larger amounts of it, in the United States. This suggests that U.S. households are relatively more vulnerable to adverse shocks.

    This paper uses SOEP data to study the distributional effect of intergenerational transfers on the wealth distribution of German households. Similar to most other central European countries, Germany is likely to face a period of increasing aggregate bequest flows. At the same time, there is an ongoing debate on the distributional implications of such wealth shocks. This study adds to the discussion by providing causal estimates for the effect of transfer receipt on the savings behavior of households. The model allows for dynamic adjustment and variations in the savings behavior over the wealth distribution. I use the estimates to decompose the overall effect of transfers on wealth inequality in the effect of the aggregated transfer volume, the transfer incidence over the wealth distribution and the effect of the savings behavior. The results are very much in line with the literature, indicating that transfers tend to equalize wealth inequality, despite minor variations in the savings behavior over the wealth distribution and despite a strong relationship between initial household wealth and transfer accrual.

    Edible flowers help us gain pleasure from the way our food is presented by paying attention to details like color, shape, flavor and aroma. Consumed since ancient times, edible flowers are regaining popularity in today’s cuisines. This paper 1) introduces edible flowers consumed in different countries and cultures around the world, 2) reports some medicinal and nutritional properties, and 3) lists issues related to its market and possible solutions. By learning and sharing the knowledge about edible flowers, we are able to revive the traditional knowledge accumulated by our ancestors that may prove valuable from medicinal and nutritional aspects. Development of edible flower market will rely on reviewing the legislation and standard of production that must differ from ornamental flowers. This is to ensure the health and safety concerns of customers. If specific measures are taken by all stakeholders to educate, convince and comfort consumers, edible flower market has the potential to grow as a new commodity in local markets around the world. 色、形、味、香りが豊富な食用花を使うことで食事をもっと楽しむことができる。食用花は昔から利用されていたが、最近になって人気が再燃している。この論文では世界中の国や文化で花が食用として使われてきた歴史や、花に含まれている栄養・薬用成分、食用花の市場の開発、その発展を妨げる要因について論じる。食用花に関する昔ながらの知恵を発掘することで栄養学や製薬方法に役立てることができる。また、食用花市場の発展のためには食用花の安全性と正しい利用方法について消費者に教育を行うことが必要不可欠である。食用花の栽培、利用、市場開発のためには、国ごとに独自の工夫を重ねていくべきであり、その方法についても研究を深める必要がある。本論文では過去の事例に基づき、食用花の普及に向けた今後の取り組みについて考察した。 application/pdf

    There are increasing expectations of community-based financing for local renewable projects in Japan and in France: In both France and Japan, it has been about 10-20 years since the power market has been open to competition, where France is ahead, having fully liberalized its market to households in 2007, compared with that of Japan in 2016. With this as a background, a number of local governments are now able to establish power producer suppliers (PPS) to develop and supply renewable energy. Local renewable projects of the PPS, if properly designed, can function as a mechanism to create circular financial flow, where profits associated with electricity sales and the associated financial benefits may stay in the communities to form a shared stock for residential benefits. This paper illustrates cases in Japan and France, where both electricity markets were once centralized but are now open to new entrants, to identify if and how the projects have come about, and what the key factors are of creating community benefits. It also analyzes financial and credibility barriers through the case studies, to draw lessons for further community renewable development. The findings will help to understand the importance of community financial flow for community sustainability, and how the communities gained access to finance and investment.

  • Проблема качества пищевой продукции давно вышла за рамки предприятий пищевой промышленности, став в настоящее время мощным инструментом имиджевой составляющей организации и одной из основ социально-экономической политики развитых стран. Производство пищевой продукции, отвечающей регламентированным требованиям, связано с принятием профессионально обоснованных решений, базирующихся на результатах контроля и анализа постоянной деятельности в рамках повышения качества изготовления, совершенствования элементов производства и всей системы в общем. Организация производственного цикла макаронных изделий на большинстве отечественных предприятиях предусматривает внедрение эффективных технологических приемов и использование качественного исходного сырья, позволяющих обеспечить спрос продукции, удовлетворяющей критериям пищевой ценности и товарным характеристикам. Однако аспекты формирования качества макаронных изделий связаны с гораздо большим количеством факторов, необходимость учета которых обязывает производителя подходить к управлению качеством продукции как к системе, охватывающей все элементы жизненного цикла. Использование статистических методов контроля значительно повышает результативность и облегчает быстрое принятие управленческих решений. В рамках действующей на предприятии системы контроля традиционно делается акцент на этап приемки сырья и исследования качественных характеристик уже готовых изделий, что не исключает вероятность возникновения несоответствий на остальных производственных операциях, а значит является недостаточно эффективным механизмом в борьбе за стабильное качество вырабатываемой продукции. Апробация основных положений разработанной авторами методики в рамках деятельности предприятия на практике стала предпосылкой для решения проблемы неэффективного расходования сырьевых ресурсов, уменьшения процента дефектной продукции, повышения конкурентных преимуществ производителя. The problem of the quality of food products has long gone beyond the scope of food industry enterprises, and has now become a powerful tool for the image component of the organization and one of the foundations of the socio-economic policy of developed countries. The organization of the production cycle of pasta at most domestic enterprises provides for the introduction of effective technological methods and the use of high-quality raw materials, which make it possible to meet the demand for products that meet the criteria of nutritional value and commercial characteristics. However, the aspects of the formation of the quality of pasta are associated with a much larger number of factors, the need to take into account which obliges the manufacturer to approach product quality management as a system covering all elements of the life cycle. The aim of the work is to develop a scheme for managing the quality of pasta based on the use of statistical control methods. Within the framework of the control system operating at the enterprise, an emphasis is traditionally placed on the stage of acceptance of raw materials and the study of the quality characteristics of finished products, which does not exclude the possibility of inconsistencies in other production operations, which means that it is not an effective mechanism in the struggle for the stable quality of the manufactured products. The approbation of the main provisions of the methodology developed by the authors within the framework of the enterprise's activities in practice became a prerequisite for solving the problem of inefficient use of raw materials, reducing the percentage of defective products, increasing the competitive advantages of the manufacturer.
