    Resumen: En Iberoamérica se implementan políticas públicas sustentadas en la alianza Estado- Sociedad Civil para garantizar el derecho a la educación en sectores vulnerabilizados. Uruguay y Argentina desarrollan “programas puente” y “planes de terminalidad” para que adolescentes, jóvenes y adultos ingresen o re-ingresen a Educación Media o finalicen Secundaria. Se compara la alianza Estado-Sociedad Civil en la co-gestión del Programa Aulas Comunitarias (PAC, Uruguay, 2007) y el Plan de Finalización de Estudios Secundarios para Jóvenes y Adultos (FinEs 2, Argentina, 2008) comprendiendo sus contribuciones y limitaciones a los procesos de inclusión educativa. Se analiza su génesis, diseño político-institucional/modos de organización y formas de co-gestión desde: a) enfoque político-institucional en el análisis de las políticas públicas, b) neoinstitucionalismo: sociopolítico y organizacional e histórico, c) co-gestión, d) gestión educativa (paradigmas: administración y estratégico). Se utiliza metodología cualitativa, siendo la unidad de análisis la co-gestión, hasta diciembre de 2015. Los hallazgos evidencian que PAC y FinEs 2 garantizan el derecho a la educación sustentados en la adhesión de diversos actores y sectores a sus objetivos. La calidad de la contribución de las alianzas difiere según el diseño político-institucional, modo de organización y formas de co-gestión: PAC evidencia una co-gestión estratégica y FinEs 2 una de tipo administración.

    This master’s thesis aims to set strategies for improving the effectiveness of collection and distribution processes of Bienestarina in Colombia based on the findings made in the case of Bogotá. Presents the result of an analysis and design of management elements that improve the coordination between actors of the supply chain associated with the delivery of the food supplement to the Colombian population, considering that possible inefficiencies in the process of collection and distribution of Bienestarina could have a negative impact on children, young people and adults in vulnerable conditions who require the nutritional supplement. La presente tesis de maestría, de línea Profundización, tiene por objetivo plantear estrategias que le aporten a la efectividad en la gestión de los procesos de acopio y distribución de Bienestarina en Colombia partiendo de los hallazgos realizados al caso de Bogotá. Se presenta el resultado de un análisis y diseño de elementos de gestión que mejoren los niveles de coordinación entre actores de la cadena de suministro relacionada con los procesos asociados a la entrega del suplemento alimenticio a la población colombiana considerando que las posibles ineficiencias en el proceso de acopio y distribución de Bienestarina podrían tener un impacto negativo sobre niños, jóvenes y adultos en condiciones de vulnerabilidad que requieren el suplemento alimenticio.     This paper presents the measure of the fiscal multiplier on the public Investment of the Sistema General de Regalías (SGR) during the period 2012 to 2018, focus on the Gross Domestic Product and employment in Colombia. The methodology of Auerbach, Gorodnichenko and Murphy (2019) is used, with information on the local investment (SGR) of the state-level in Colombia and the participation of each one is instrumented through the Bartik method to correct endogeneity problems -estimation in 2 stages-. The results show significant multiplier effects for both GDP and employment. During the first year of the investment shock, the GDP multiplier is close to 0.9, while for employment it stands at 1.2, reaching a maximum peak in both cases after the third year (1.2 for GDP and 2.4 for employment). . The estimates presented here are in line with the literature that works on the subject, placing the size of the multiplier in a range between 0.0 and 2.1 with a mean of 0.8 (López, Pinchao and Rodríguez, 2018). El presente trabajo tiene por objeto la medición del multiplicador fiscal de la Inversión del Sistema General de Regalías durante el período 2012 a 2018, sobre el Producto Interno Bruto y el empleo. Se utiliza la metodología de Auerbach, Gorodnichenko y Murphy (2019), con información de la inversión (SGR) local de los departamentos en Colombia y se instrumenta la participación de cada uno mediante el método de Bartik para corregir problemas de endogeneidad -estimación en 2 etapas-. Los resultados muestran efectos multiplicadores significativos tanto para el PIB como para el empleo. Durante el primer año del choque de la inversión, el multiplicador del PIB es cercano a 0.9, mientras que para el empleo se ubica en 1.2, alcanzando un pico máximo en ambos casos después del tercer año (1.2 para el PIB y 2.4 para empleo). Las estimaciones aquí presentes están en línea con la literatura que trabaja el tema, ubicando el tamaño del multiplicador en un rango entre 0.0 y 2.1 con una media de 0.8 (López, Pinchao y Rodríguez, 2018).     El presente trabajo aborda los principales retos para lograr la inclusión laboral de las personas con problemas de salud mental grave, cuyas cifras de desempleo y su escasa tasa de actividad son verdaderamente alarmantes y urgen la toma de medidas. Se estudian las diferentes medidas que se han tomado hasta el momento con los Centros de Rehabilitación Laboral y los Centros Especiales de Empleo (CEE). Se analizan los cambios necesarios para que los CEE sean verdaderas empresas inclusivas y promueve como principal desafío la atención temprana del colectivo a través de dispositivos de apoyo al empleo de jóvenes como el que ha puesto en marcha en Alcalá de Henares (Madrid) por Fundación Manantial, inspirado en exitosas experiencias internacionales como la de Melbourne. Se concluye que es preciso la instauración de políticas de empleo activas y pasivas específicas para el colectivo, por ahora inexistentes.

    La actitud negativa y la falta de motivación del alumnado son consideradas posibles causantes de los malos resultados en asignaturas de ciencias. Este Trabajo de Fin de Máster ha diseñado e implementado una metodología activa-motivadora basada en la participación, el uso de herramientas gráficas/multimedia y la incorporación de actividades de dibujo para trabajar de manera transversal competencias como la creatividad y la observación. Además, se ha evaluado si esta metodología mejora las calificaciones del alumnado. De manera paralela, se evalúan los resultados de usar una metodología tradicional. Para ello, se realizó un estudio experimental con diseño pre-test y post-test a 72 alumnos de 1º de la ESO en el IES Domenico Scarlatti (Aranjuez). Se les impartieron 4 sesiones para el estudio de los invertebrados en la asignatura Biología y Geología: dos según metodología activa-motivadora (Poríferos, Platelmintos) y otras dos según metodología tradicional (Cnidarios, Nematodos). El análisis estadístico de los resultados muestra que ambas metodologías mejoran significativamente el aprendizaje. En valores absolutos, los resultados de la metodología activa-motivadora sugieren un incremento en las calificaciones de la evaluación final y en la ratio de mejora con respecto a la metodología tradicional. Atendiendo a los resultados, la estrategia metodológica propuesta en este estudio contribuye a mejorar la motivación, el aprendizaje del alumnado y la adquisición de competencias transversales.

    La obesidad es una de las enfermedades más prevalentes en países industrialmente desarrollados, considerándose una de las cuatro pandemias del tercer milenio. El sobrepeso/obesidad es causa y consecuencia de otras patologías derivadas como las enfermedades cardiovasculares y metabólicas, diabetes, cáncer, etc. Por ello, la prevención y la predicción de la obesidad se ha convertido en uno de los principales objetivos de la comunidad médico‐científica en las últimas décadas. En la actualidad se conoce el papel crucial que juega el aspecto genético en la obesidad. Sin embargo, el control genético de las formas comunes de obesidad en el humano no se comprende bien. La genética, y en concreto la nutrigenética, nos permite valorar el efecto de diferentes variantes genéticas sobre aspectos íntimamente ligados con el riesgo de obesidad como el control del ciclo saciedad‐hambre, metabolización de hidratos de carbono, grasas, etc. y, por tanto, establecer estrategias para prevenir y disminuir el exceso de peso corporal. El imparable desarrollo de las nuevas tecnologías de análisis de datos por inteligencia artificial, como los árboles de decisión basados en el aprendizaje automático, aportan nuevas herramientas para la predicción de enfermedades. En este sentido, los árboles de decisión, a través del análisis de forma conjunta de las variables no modificables como edad, género y variantes genéticos, podrían estratificar y predecir el riesgo de sobrepeso/obesidad, con el objetivo de diseñar recomendaciones para la prevención de sobrepeso y obesidad...

    Background: The main goal of the treatment of brain injury is to avoid secondary injuries. A variety of health care team interventions can stimulate the neurocritical patient and lead to conditions that cause secondary brain injury (SBI). Objetives: The aim of this study was to determine the magnitude of changes in clinical events causing secondary brain injury related to interventions in patients with cerebrovascular disease or traumatic brain injury. Methods: This study had a quantitative longitudinal observational design. A total of 144 observations in 48 patients were analysed. In each of them, physiological variables systolic blood pressure (SBP), diastolic blood pressure (DBP), mean blood pressure (MBP), heart rate (HR), respiratory rate (RF) and oxygen saturation (SatO2) were recorded at four moments: M1 at the start, M2 at the end, M3 5 minutes and M4 10 minutes after the end. The magnitude of the changes could be calculated using the Friedman test. Subsequently, a two-to-two comparison was made with the Wilcoxon sign rank test. Results: secondary insults occurred in less than 50% of the interventions. The most frequent secondary insult was SBP >160 mmHg, followed by MBP >110 mmHg and HR >100 lat/min. The intervention that produced the most secondary insult was bed bathing (158); however, analyzed by time, it is observed that the percentage of increase from M1 to M2 was greater in suctioning interventions (27% in SBP, 31% in MBPand 17% in HR), indicating that more new injurious events were generated by aspiration of secretions. Conclusions: Interventions in neurocritical patients should be conducted in a manner that minimizes the occurrence of secondary insults and thus reduces the exacerbation of SBI. Introducción: El principio fundamental en el tratamiento global de la lesión cerebral es evitar las injurias secundarias. Una variedad de intervenciones realizadas por el equipo de salud puede estimular al paciente neurocrítico y conducir a las condiciones que causan injuria cerebral secundaria (ICS). Objetivos: el objetivo principal de este estudio fue determinar la magnitud de los cambios de los eventos clínicos causantes de injuria cerebral secundaria inducidos por la atención del equipo de salud a pacientes con enfermedad cerebrovascular o trauma craneoencefalico. Metodología: este estudio tiene un diseño cuantitativo observacional longitudinal. Se analizaron 144 observaciones de tres procedimientos: baño en cama, aspiración de secreciones y cambio de posición. En cada una de ellas se registraron las variables fisiológicas de tensión arterial sistólica (TAS), tensión arterial diastólica (TAD), tensión arterial media (TAM), frecuencia cardíaca (FC), frecuencia respiratoria (FR) y saturación de oxígeno (SPO2) en cuatro momentos: M1 al iniciar la intervención, M2 al finalizar, M3 a los 5 minutos de haber finalizado y M4 a los 10 minutos de haber finalizado. La magnitud de los cambios pudo ser calculada utilizando la prueba de Friedman y con una comparación dos a dos con la prueba de rangos con signo de Wilcoxon. Resultados: los eventos injuriantes relacionados con la atención del equipo de salud ocurrienron en menos del 50% de las intervenciones. El evento injuriante más frecuente en las intervenciones fue la TAS >160 mmHg, seguida de la TAM >110 mmHg y la FC >100 lat/min. La intervención que más produjo eventos injuriantes en fue el baño en cama (158); sin embargo, al analizar por momentos, se observa que el porcentaje de aumento de M1 a M2 fue mayor en la aspiración de secreciones (27% en TAS, 31% en TAM y 17% en FC), lo que indica que se generaron más eventos injuriantes nuevos a causa de la aspiración de secreciones.     Resumen: En Iberoamérica se implementan políticas públicas sustentadas en la alianza Estado- Sociedad Civil para garantizar el derecho a la educación en sectores vulnerabilizados. Uruguay y Argentina desarrollan “programas puente” y “planes de terminalidad” para que adolescentes, jóvenes y adultos ingresen o re-ingresen a Educación Media o finalicen Secundaria. Se compara la alianza Estado-Sociedad Civil en la co-gestión del Programa Aulas Comunitarias (PAC, Uruguay, 2007) y el Plan de Finalización de Estudios Secundarios para Jóvenes y Adultos (FinEs 2, Argentina, 2008) comprendiendo sus contribuciones y limitaciones a los procesos de inclusión educativa. Se analiza su génesis, diseño político-institucional/modos de organización y formas de co-gestión desde: a) enfoque político-institucional en el análisis de las políticas públicas, b) neoinstitucionalismo: sociopolítico y organizacional e histórico, c) co-gestión, d) gestión educativa (paradigmas: administración y estratégico). Se utiliza metodología cualitativa, siendo la unidad de análisis la co-gestión, hasta diciembre de 2015. Los hallazgos evidencian que PAC y FinEs 2 garantizan el derecho a la educación sustentados en la adhesión de diversos actores y sectores a sus objetivos. La calidad de la contribución de las alianzas difiere según el diseño político-institucional, modo de organización y formas de co-gestión: PAC evidencia una co-gestión estratégica y FinEs 2 una de tipo administración.

    This master’s thesis aims to set strategies for improving the effectiveness of collection and distribution processes of Bienestarina in Colombia based on the findings made in the case of Bogotá. Presents the result of an analysis and design of management elements that improve the coordination between actors of the supply chain associated with the delivery of the food supplement to the Colombian population, considering that possible inefficiencies in the process of collection and distribution of Bienestarina could have a negative impact on children, young people and adults in vulnerable conditions who require the nutritional supplement. La presente tesis de maestría, de línea Profundización, tiene por objetivo plantear estrategias que le aporten a la efectividad en la gestión de los procesos de acopio y distribución de Bienestarina en Colombia partiendo de los hallazgos realizados al caso de Bogotá.     This paper presents the measure of the fiscal multiplier on the public Investment of the Sistema General de Regalías (SGR) during the period 2012 to 2018, focus on the Gross Domestic Product and employment in Colombia. The methodology of Auerbach, Gorodnichenko and Murphy (2019) is used, with information on the local investment (SGR) of the state-level in Colombia and the participation of each one is instrumented through the Bartik method to correct endogeneity problems -estimation in 2 stages-. The results show significant multiplier effects for both GDP and employment. During the first year of the investment shock, the GDP multiplier is close to 0.9, while for employment it stands at 1.2, reaching a maximum peak in both cases after the third year (1.2 for GDP and 2.4 for employment). . The estimates presented here are in line with the literature that works on the subject, placing the size of the multiplier in a range between 0.0 and 2.1 with a mean of 0.8 (López, Pinchao and Rodríguez, 2018). El presente trabajo tiene por objeto la medición del multiplicador fiscal de la Inversión del Sistema General de Regalías durante el período 2012 a 2018, sobre el Producto Interno Bruto y el empleo. Se utiliza la metodología de Auerbach, Gorodnichenko y Murphy (2019), con información de la inversión (SGR) local de los departamentos en Colombia y se instrumenta la participación de cada uno mediante el método de Bartik para corregir problemas de endogeneidad -estimación en 2 etapas-. Los resultados muestran efectos multiplicadores significativos tanto para el PIB como para el empleo. Durante el primer año del choque de la inversión, el multiplicador del PIB es cercano a 0.9, mientras que para el empleo se ubica en 1.2, alcanzando un pico máximo en ambos casos después del tercer año (1.2 para el PIB y 2.4 para empleo). Las estimaciones aquí presentes están en línea con la literatura que trabaja el tema, ubicando el tamaño del multiplicador en un rango entre 0.0 y 2.1 con una media de 0.8 (López, Pinchao y Rodríguez, 2018).     El presente trabajo aborda los principales retos para lograr la inclusión laboral de las personas con problemas de salud mental grave, cuyas cifras de desempleo y su escasa tasa de actividad son verdaderamente alarmantes y urgen la toma de medidas. Se estudian las diferentes medidas que se han tomado hasta el momento con los Centros de Rehabilitación Laboral y los Centros Especiales de Empleo (CEE). Se analizan los cambios necesarios para que los CEE sean verdaderas empresas inclusivas y promueve como principal desafío la atención temprana del colectivo a través de dispositivos de apoyo al empleo de jóvenes como el que ha puesto en marcha en Alcalá de Henares (Madrid) por Fundación Manantial, inspirado en exitosas experiencias internacionales como la de Melbourne. Se concluye que es preciso la instauración de políticas de empleo activas y pasivas específicas para el colectivo, por ahora inexistentes.

    La actitud negativa y la falta de motivación del alumnado son consideradas posibles causantes de los malos resultados en asignaturas de ciencias. Este Trabajo de Fin de Máster ha diseñado e implementado una metodología activa-motivadora basada en la participación, el uso de herramientas gráficas/multimedia y la incorporación de actividades de dibujo para trabajar de manera transversal competencias como la creatividad y la observación. Además, se ha evaluado si esta metodología mejora las calificaciones del alumnado. De manera paralela, se evalúan los resultados de usar una metodología tradicional. Para ello, se realizó un estudio experimental con diseño pre-test y post-test a 72 alumnos de 1º de la ESO en el IES Domenico Scarlatti (Aranjuez). Se les impartieron 4 sesiones para el estudio de los invertebrados en la asignatura Biología y Geología: dos según metodología activa-motivadora (Poríferos, Platelmintos) y otras dos según metodología tradicional (Cnidarios, Nematodos). El análisis estadístico de los resultados muestra que ambas metodologías mejoran significativamente el aprendizaje. En valores absolutos, los resultados de la metodología activa-motivadora sugieren un incremento en las calificaciones de la evaluación final y en la ratio de mejora con respecto a la metodología tradicional. Atendiendo a los resultados, la estrategia metodológica propuesta en este estudio contribuye a mejorar la motivación, el aprendizaje del alumnado y la adquisición de competencias transversales.

    La obesidad es una de las enfermedades más prevalentes en países industrialmente desarrollados, considerándose una de las cuatro pandemias del tercer milenio. El sobrepeso/obesidad es causa y consecuencia de otras patologías derivadas como las enfermedades cardiovasculares y metabólicas, diabetes, cáncer, etc. Por ello, la prevención y la predicción de la obesidad se ha convertido en uno de los principales objetivos de la comunidad médico‐científica en las últimas décadas. En la actualidad se conoce el papel crucial que juega el aspecto genético en la obesidad. Sin embargo, el control genético de las formas comunes de obesidad en el humano no se comprende bien. La genética, y en concreto la nutrigenética, nos permite valorar el efecto de diferentes variantes genéticas sobre aspectos íntimamente ligados con el riesgo de obesidad como el control del ciclo saciedad‐hambre, metabolización de hidratos de carbono, grasas, etc. y, por tanto, establecer estrategias para prevenir y disminuir el exceso de peso corporal. El imparable desarrollo de las nuevas tecnologías de análisis de datos por inteligencia artificial, como los árboles de decisión basados en el aprendizaje automático, aportan nuevas herramientas para la predicción de enfermedades. En este sentido, los árboles de decisión, a través del análisis de forma conjunta de las variables no modificables como edad, género y variantes genéticos, podrían estratificar y predecir el riesgo de sobrepeso/obesidad, con el objetivo de diseñar recomendaciones para la prevención de sobrepeso y obesidad...
