University towns have been proliferating all over the country since the beginning of the new century. It forms part of a plan of the central government launched in 2000 by which 50 new university towns will be put up in the city suburbs before 2020. The reasons for this push may seem obvious. Along with the dramatic increase in the number of students that pursue higher studies, land prices within city centres have rocketed. This makes it difficult for universities to expand their facilities and capacity. At the same time, selling old campuses bring sizable capital gains that allow for the acquisition of large terrains in the urbanizing city's outskirts (sometimes it is the government who expropriates the old campus, and the academic institution gets land in the new campus town as a part of the compensation).

The Qiang people are one of China's 56 official ethnic minorities, with a population of more than 300 thousand approximately, and concentrated in Central and Northern Sichuan. As a consequence of the 2008 Wenchuan earthquake, several thousands died under the debris.

This work has been supported by European Union’s Horizon 2020 research and innovation programme under the Marie Skłodowska-Curie grant agreement 813211 (POEMA); An ideal of polynomials is symmetric if it is closed under permutations of variables. We relate general symmetric ideals to the so called Specht ideals generated by all Specht polynomials of a given shape. We show a connection between the leading monomials of polynomials in the ideal and the Specht polynomials contained in the ideal. This provides applications in several contexts. Most notably, this connection gives information about the solutions of the corresponding set of equations. From another perspective, it restricts the isotypic decomposition of the ideal viewed as a representation of the symmetric group.
