As a result of the deterioration of the budget balance for various reasons, fiscal consolidation programs are implemented to restore the balance. Fiscal consolidation is a contractionary fiscal policy applied to reduce public deficits and debt stock. This study revealed the effect of fiscal consolidation programs on private consumption expenditures by panel data analysis including PIIGS (Portugal, Italy, Ireland, Greece, Spain) countries based on the 1995-2020 data. In the light of the findings, it has been seen that fiscal consolidation programs have different effects between countries. While Ireland and Italy supported the expansionary fiscal contraction hypothesis and revealed findings, results supporting Keynesian effects were reached in Greece. It has been observed that the government programs implemented due to the Covid-19 epidemic, which was experienced in 2019-2020, one of the exemplary years and included in the study as a dummy variable, positively affected private consumption expenditures in Portugal, Italy and Ireland. In this case, the expansionary fiscal contraction hypothesis in fiscal consolidation periods; shows that the Traditional Keynesian model is valid during the expansion periods. Bütçe dengesinin çeşitli nedenlerle bozulması sonucunda dengenin tekrar kurulması amacıyla mali konsolidasyon programları uygulanmaktadır. Mali konsolidasyon, kamu açıklarını ve borç stokunu azaltmaya yönelik uygulanan daraltıcı maliye politikaları olarak tanımlanmaktadır. Çalışmada, mali konsolidasyon programlarının özel tüketim harcamaları üzerindeki etkisi 1995-2020 yılı verilerine dayalı olarak PIIGS (Portekiz, İtalya, İrlanda, Yunanistan, İspanya) ülkelerini içeren panel veri analizi ile ortaya koyulmuştur. Elde edilen bulgular ışığında mali konsolidasyon programlarının ülkeler arasında farklı etkiler oluşturduğu görülmüştür. İrlanda ve İtalya’da genişletici mali daralma hipotezini destekleyici bulgular elde edilmiştir. Yunanistan’da ise Keynesyen etkileri destekleyen sonuçlara ulaşılmıştır. Örneklem yıllarından olan 2019-2020 yıllarında yaşanmış olan ve çalışmaya dahil edilen Covid-19 salgını nedeniyle uygulanan hükümet programlarının ise Portekiz, İtalya ve İrlanda’da özel tüketim harcamalarını olumlu etkilediği görülmüştür. Bu durum mali konsolidasyon dönemlerinde genişletici mali daralma hipotezinin; genişleme dönemlerinde ise Geleneksel Keynesyen modelin geçerli olabileceğini göstermektedir.

COVID-19 salgınının yaratacağı ekonomik tahribat ve politika yapıcılar tarafından ortaya atılan teşvik paketleri üzerine medyada oldukça yoğun bir tartışma söz konusu. Bir süredir gönüllü olarak evde kalma yoluyla çalışmalar sürüyor. Sosyal mesafelendirmenin salgının yayılmasının önlenmesi için en etkili yöntem olduğu göz önüne alındığında diğer birçok ülkede olduğu gibi Türkiye’de de bu tedbirler sıkılaştırılarak sokağa çıkma yasağına gerek görülebilir. Temel gıda ve sağlık ihtiyaçlarını sağlayanlar dışında insanların evlerine kapanması durumunda, iktisadi işlerin de sekteye uğrayacağı aşikâr. Böyle bir durumda işlerin ne kadarı evden yürütülebilir? Biz bu yazıda virüsün yayılmasından sonra alınan sosyal mesafe tedbirleri (veya daha sıkı tedbirler) bağlamında Türkiye’de hangi mesleklerin evde yapılmaya müsait olduğunu, bunların bölgesel ve endüstriyel bazda nasıl farklılıklar gösterdiklerini ve ücretlerden aldıkları payları belirlemeye çalıştık. Bu çalışma mevcut şartların, meslek grupları, sektörler ve de bölgeler üstündeki olası etkileri hakkında bir fikir edinmeyi hedefledik.

The widespread, complex and multidimensional economic effects of the Covid-19 pandemic on a global scale and in our country are manifested. It does not seem possible to determine this effect on the economic plane with a mathematical-absolute certainty, at least at present time, in all its aspects and in all its quality. In addition, revealing the economic effects of the epidemics, of which we know similar in history, can be revealed with the end of the epidemic process. However, as of the moment we are in, it is possible to analyze the effects of the pandemic in terms of the world and Turkey, through macroeconomic indicators where macroeconomic performance can be monitored. The aim of the study is to examine the basic economic indicators such as growth, inflation and unemployment within the scope of the period from December 2019, the beginning of the Covid-19 pandemic, to the beginning of 2022, and to reveal the effects of the global economy and the Turkish economy due to the pandemic. In addition to the position of the Turkish economy in the world economy, solution proposals will also be included in the context of the ongoing economic, political and legal structural problems with the historical flow. The method of the study is descriptive method based on literature review. The findings obtained as a result of the research make clear the need for structural reform of the Turkish economy. Covid-19 pandemisinin küresel ölçekte ve Türkiye ekonomisi özelinde yaygın, karmaşık ve çok boyutlu ekonomik etkileri tezahür etmektedir. Ekonomik düzlemdeki bu etkiyi en azından içinde bulunduğumuz anda tüm vecheleri ve tüm niteliği ile matematiksel-mutlak bir kesinlikte tespit etmek mümkün gözükmemektedir. Ayrıca tarihte benzerlerini bildiğimiz salgınların iktisadi etkilerinin tümden ortaya konulması salgın sürecinin sonunun gelmesi ile mümkün olabilecektir. Ama içinde bulunduğumuz zamanda Dünya ve Türkiye boyutuyla pandeminin etkilerini, makroekonomik performansın izlenebildiği makroekonomik göstergeler üzerinden iktisadi analiz yapabilmek mümkündür. Çalışmanın amacı, Covid-19 pandemisinin başlangıcı olan 2019 yılı Aralık ayından 2022 yılı başına kadarki dönem kapsamında büyüme, enflasyon ve işsizlik gibi temel iktisadi göstergeler incelenerek Dünya ekonomisi ve Türkiye ekonomisinin pandemi dolayısıyla maruz kaldığı etkilerin ortaya konulmasıdır. Özellikle Türkiye ekonomisinin Dünya ekonomisi içindeki konumu yanında tarihsel akış ile süregelen iktisadi, siyasi ve hukuki nitelikteki yapısal sorunları bağlamında çözüm önerilerine de yer verilecektir. Çalışmanın yöntemi, literatür taramasına dayalı betimsel yöntemdir. Araştırma sonucunda elde edilen bulgular, Türkiye ekonomisinin yapısal reform gereğini belirginleştirmektedir.

COVID-19 salgınının işgücü piyasasının genelini aynı şiddetle etkilemeyeceği, belirli kesimleri daha çok etkileyeceği konusunda yoğun bir tartışma -hatta bir konsensüs- söz konusu. Örneğin İngiltere ve ABD için yapılan bazı çalışmalar, özellikle düşük gelirli ve kısa dönemli iş kontratlarına sahip gençlerin daha çok etkileneceğini belirtiyor.[1] Yine başka bir çalışma da İngiltere’de küçük işletmelerde çalışan erkeklerin yaklaşık yüzde 8 civarında bir ücret kaybı yaşayacağını öngörüyor.[2] Türkiye’de ise genç işsizliğin yüzde 40’lara varacağı[3], halıhazırdaki gelir desteklerinin savunması düşük kesimleri korumaya yetmeyeceğini tahmin eden çalışmalar mevcut.[4] 12 Nisan 2020’de Sarkaç’ta yayınlanan önceki yazımızda[5] Türkiye’de mesleklerin ne kadarının evden yapılabildiğini, bu mesleklerin sektörel, bölgesel ve ana meslek kolları bazında incelemiş, eğitim düzeyi ile evden çalışabilme ilişkisine de kısaca değinmiştik. Bu yazıda ise eğitim boyutunu daha detaylı bir şekilde ele aldıktan sonra, evden çalışmanın gelir eşitsizlikleri ve kayıt dışı istihdam ile olan ilişkisini TÜİK’in 2018 yılına ait Hanehalkı İşgücü Araştırması Anketine dayalı olarak inceleyip yorumlamaya çalışacağız.

We explored the psychological effects of the COVID-19 pandemic on medical doctors working in hospitals assigned to treat COVID-19 patients. An exploratory, descriptive, qualitative research design was applied with a group of 204 medical doctors working within 40 different hospitals across 15 provinces of Turkey. Results reveal that medical doctors experienced various psychological problems, such as personal stress, anxiety, fear, panic attacks, depressive tendencies, and sleep disturbances, during the pandemic period. To cope with the pandemic, the medical doctors exhibited behaviors such as religious prayer, using antidepressants, undertaking different hobbies, paying attention to social distancing and hygiene rules and guidelines, and having a balanced and healthy diet. Our findings demonstrate that COVID-19 increased medical doctors psychological pressure and associated physical symptoms. © 2021 Scientific Journal Publishers. All rights reserved.

The importance of cleanliness for human life has been seen once again by all humanity with the Covid-19 epidemic that has been experienced worldwide for two years. In response to this epidemic, cleanliness, which is mentioned as one of the three suggestions in the slogan of the first precaution and protection mask-distance-cleaning, is a subject that the religion of Islam meticulously emphasizes. For this reason, classical fiqh books started with the subject of cleanliness. In a narration from the Prophet, ten things that are stated as a necessity of human nature include cleaning the armpits and genital area from hair. Various methods have been used to clean the hair on the human body from past to present. Today, with the development of technology, electronic tools are used in hair cleaning and especially laser technology is one of these tools. However, besides the convenience that this method brings, it is seen that it can cause both medical and legal problems. In this study, it will be tried to evaluate the effect of laser epilation on health and the fiqh dimension of privacy violations that may occur during these applications. Temizliğin insan hayatı için ne denli önemli olduğu iki yıldır dünya çapında yaşanan Covid-19 salgınıyla bütün insanlık tarafından bir kez daha görülmüştür. Yaşanan bu salgına karşılık en birinci tedbir ve koruma maske-mesafe-temizlik sloganında yer alan üç öneriden biri olarak zikredilen temizlik, İslâm dininin de titizlikle üzerinde durduğu bir konudur. Bu nedenle klasik fıkıh kitapları temizlik konusu ile başlamıştır. Hz Peygamber’den yapılan bir rivayette insan fıtratının gereği olarak bildirilen on şey içerisinde koltuk altının ve genital bölgenin tüylerden temizlenmesi de bulunmaktadır. Geçmişten günümüze insan bedeni üzerindeki tüylerin temizlenmesinde çeşitli yöntemler kullanılmıştır. Günümüzde teknolojinin gelişmesiyle tüy temizliğinde elektronik aletler kullanılmakta ve özellikle lazer teknolojisi bu aletlerin başında gelmektedir. Ancak bu yöntemin getirdiği kolaylıkların yanında hem tıbbi hem de fıkhi sorunlara sebep olabildiği görülmektedir. Bu çalışmada lazer epilasyonun sağlığa etkisi ile bu uygulamalar esnasında ortaya çıkabilen mahremiyet ihlallerinin fıkhi boyutu değerlendirilmeye çalışılacaktır.

In this study, the crisis and crisis management in the conceptual framework, its characteristics and the factors that cause its emergence are examined and the policies applied to manage the Covid-19 crisis in Turkish public administration and international organizations are mentioned. The Covid-19 virus, which emerged in Wuhan, China in December 2019, has become a worldwide pandemic in a very short time. And it has negatively affected countries in terms of economy, health, education and many more. And in the 21st that century we are in, it has taken the whole world under its influence and dragged countries and international organizations into a crisis period. In this context, the Turkish Public Administration, the United Nations, the World Health Organization and the European Union whose country members were badly damaged in the pandemic, were examined. Since this epidemic, which has spread rapidly due to the increasing interaction and globalization factors in today's world, has turned into a pandemic from being an epidemic on a national basis, the decisions, policies implemented and the fact that a joint action must be taken in the struggle process have revealed the need for international organizations to be active in the process. Nevertheless, the states have the greatest responsibility for the implementation of the measures and decisions taken at the national level in the process of combating the crisis. For these reasons, within the scope of this study, the policies implemented by Turkish public administration on a national basis and also the action plans and policies of international organizations in combating the crisis have been examined in detail. Bu çalışmada kavramsal çerçevede kriz ve kriz yönetiminin ne olduğu, özellikleri ve ortaya çıkmasına neden olan faktörler incelenip Covid-19 sürecinde Türk kamu yönetimi ve uluslararası kuruluşlarda Covid-19 krizinin yönetilmesi için uygulanan politikaların neler olduğuna yer verilmiştir. 2019 Aralık’ta Çin’in Wuhan kentinde ortaya çıkan Covid-19 virüsü çok kısa bir sürede dünya geneline yayılan bir salgın haline gelmiştir. Ve ülkeleri ekonomi, sağlık, eğitim ve daha pek çok yönden olumsuz yönde etkilemiştir. Ve içinde bulunduğumuz 21.yüzyılda tüm dünyayı etkisi altına alarak ülkeleri ve uluslararası kuruluşları bir kriz dönemine sürüklemiştir. Bu kapsamda çalışmada Türk Kamu Yönetimi, Birleşmiş Milletler, Dünya Sağlık Örgütü ve salgında büyük hasar gören ülkelerin üye olduğu Avrupa Birliği incelenmiştir. Günümüz dünyasında artan etkileşim ve küreselleşme faktörleri nedeniyle hızlı yayılım gösteren bu salgın ulusal bazda bir epidemi olmaktan çıkıp bir pandemiye dönüşmesinden dolayı kararların, uygulanan politikaların ve mücadele sürecinde ortak harekete geçilmesi gereken bir durum olması da uluslararası kuruluşların da süreçte faal olması gereksinimini ortaya çıkartmıştır. Yine de krizle mücadele sürecinde ulusal düzeyde alınan tedbir ve kararların uygulanması için en büyük görev devletlere düşmektedir. Bu nedenlerden dolayı da çalışma kapsamında da Türk kamu yönetim idarelerinin ulusal bazda uyguladıkları politikalar ve uluslararası düzeydeki kuruluşların krizle mücadeledeki hareket planları ve izledikleri politikalar detaylı bir şekilde incelenmiştir.

Background/purpose The current study aims to analyze the thematic structures and trends of scientific publications that examine the relationship between the COVID-19 pandemic and education, while presenting a roadmap for future research on this topic. Materials/methods-The data were obtained from the Web of Science Core Collection (WoSCC) bibliographic database by identifying the publications that examine the relationship between the COVID-19 pandemic and education, then were analyzed using bibliometric methodology and content analysis. VOSviewer, GraphPad softwares, and visualization maps were used to analyze the data and to present the findings. Results-The results of the study show that publications examining the relationship between the COVID-19 pandemic and education focused on "online education" and "teacher education," while the countries that contributed the most to publications on this issue were USA, United Kingdom, Canada, and Spain. It was determined that most publications preferred the "theoretical model" and the majority of the research data were obtained through "scale/interview forms." Furthermore, the findings of this study revealed that during the COVID-19 pandemic period, the editorial/refereeing processes of the articles submitted to academic journals were carried out very quickly and the articles were published unusually quickly. Conclusion-This study indicated that the majority of scientific studies on COVID-19 are focused on the field of health, and that there is limited edition research on COVID-19-related education. To the best of the authors knowledge, the current study is the first research article in the international literature to examine the thematic structures and trends of scientific publications on the relationship between solely education and COVID-19 through bibliometric and content analysis; and contributes to the knowledge base on COVID-19-related education by mapping the existing knowledge. © 2021 Universitepark. In 2019, a new type of coronavirus, Severe Acute Respiratory Syndrome Coronavirus (SARS CoV 2) (COVID-19), emerged in Wuhan, China, and this virus spread all over the world and seriously threatened human life. In this review article, the drug and vaccine treatment methods applied against the COVID-19 virus, which seriously threatens the whole world and takes human health to fatal cases, are examined in detail. In some of the applied drug and vaccine treatments and negative effects can be seen as well as positive effects. Due to this reason, the application of some treatment methods has been stopped. Drug and vaccine studies vary from country to country. For this reason, this study aimed to discuss the examples of treatment practices of countries and explain the treatment process. In 2019, a new type of coronavirus, SARS CoV 2, emerged in Wuhan, China, and this virus spread all over the world, seriously threatening human life. In this review article, we have compiled international drug treatments and studies, vaccine treatments and studies, and various studies against COVID 19 disease. Some products are still in the working phase. However, some drugs are very effective against the COVID 19 virus. Besides, the world has started vaccine treatment. Medicine and vaccine studies vary from country to country. For this reason, in this study, examples of treatment practices of countries are given and treatment processes are explained.
