This work has been supported by European Union’s Horizon 2020 research and innovation programme under the Marie Skłodowska-Curie grant agreement 813211 (POEMA); An ideal of polynomials is symmetric if it is closed under permutations of variables. We relate general symmetric ideals to the so called Specht ideals generated by all Specht polynomials of a given shape. We show a connection between the leading monomials of polynomials in the ideal and the Specht polynomials contained in the ideal. This provides applications in several contexts. Most notably, this connection gives information about the solutions of the corresponding set of equations. From another perspective, it restricts the isotypic decomposition of the ideal viewed as a representation of the symmetric group.

International audience; Avant de se propager à l’échelle mondiale, l’épidémie de coronavirus est apparue dans la province du Hubei. Pour contenir la propagation du virus, le gouvernement chinois a imposé des mesures de quarantaine, entraînant un ralentissement de l’activité économique. Nous étudions ici la manière dont ce ralentissement de la production, initialement limité à la province de Hubei, se diffuse à l’économie mondiale via les chaînes de valeur internationales. La dépendance à l’égard des intrants chinois a augmenté de manière spectaculaire depuis le début des années 2000. De ce fait, la plupart des pays sont exposés au ralentissement de l’activité en Chine, à la fois directement via leurs importations de produits intermédiaires chinois et indirectement, du fait de la valeur ajoutée chinoise incorporée à d’autres intrants à la production. Cette note quantifie l’exposition totale de la France comparée à celle d’autres pays. Dans un premier temps, nous calculons la part de la valeur ajoutée chinoise dans la production française. Ensuite, nous utilisons des données au niveau des pays et des secteurs pour quantifier l’impact des mesures de quarantaine sur le PIB français.

N/A; Modern computer architectures use features which often com-plicate the WCET analysis of real-time software. Alterna-tive time-predictable designs, and in particular caches, thus are gaining more and more interest. A recently proposed stack cache, for instance, avoids the need for the analysis of complex cache states. Instead, only the occupancy level of the cache has to be determined. The memory transfers generated by the standard stack cache are not generally aligned. These unaligned accesses risk to introduce complexity to the otherwise simple WCET analysis. In this work, we investigate three different ap-proaches to handle the alignment problem in the stack cache: (1) unaligned transfers, (2) alignment through compiler-gen-erated padding, (3) a novel hardware extension ensuring the alignment of all transfers. Simulation results show that our hardware extension offers a good compromise between average-case performance and analysis complexity.

Working Paper / Power 2 Youth program; This paper offers a comparative overview of both country and issue-based case studies prepared for the Power2Youth Work Package dedicated to analysis of policy/institutional factors of youth exclusion/inclusion in the South East of the Mediterranean. It begins by clarifying the theoretical and methodological presuppositions mobilized to address the concepts of ‘youth’ and public action. Next it reviews the four sectoral policy fields selected for the research, namely: employment, migration, family and spatial planning. Finally, it analyses governmental techniques at work in the six country case studies (Egypt, Lebanon, Morocco, Occupied Palestinian Territories, Tunisia and Turkey).

These are the preliminary findings on European Social Sciences and Humanities (SSH) in a Global Context produced by the European project, Interco-SSH, which examines the processes of institutionalization and internationalization of the social sciences and humanities.; The SSH form an increasingly global field of research and training. Research output has during the past three decades expanded considerably in almost every part of the world, transnational connections and collaborations have gained more weight, and English has become the lingua franca of international communication.This globalizing field of the SSH is strongly dominated by Western countries in terms ofresearch capacity and publication outlets, and even more so with regard to scholarly recognition and prestige (as measured by citations and prizes). At the global level the SSH display a duopolistic structure, with a North American-European core, various semi-peripheral and multiple peripheral regions and countries.One of the most important changes in this global system has been the rise of Europe, which in terms of research output (articles, books) and research organizations (networks, journals,professional associations) is on a level that is roughly comparable to that of North America. Ina relatively short period of time, mainly since the 1990s, a European infrastructure has emerged (funding programs, journals, professional associations) that has reshaped the research and publication process in the SSH in the region. The EC Framework programmes played a structuring role in fostering intra-European collaboration involving smaller countries and their institutions.

Aucune des grandes transformations à l’œuvre aujourd’hui n’était totalement absente du spectre des premières prévisions : ni la puissante dynamique contre révolutionnaire d’abord, ni les louvoiements stratégiques et éthiques des Occidentaux, dans le choix de leurs partenaires, égyptiens ou syriens notamment. Ces quatre années ont vu s’affirmer spectaculairement la capacité de l’Islam politique à franchir à nouveau avec succès, le seuil, tunisien cette fois, de la démocratie et, à l’opposé, se dresser la puissante lame de fond jihadiste.Certaines évolutions ont été nettement moins anticipées que d’autres. Partout dans la région, la poussée protestataire qui a débouché sur le renversement du Président Zine al Abidine Ben Ali a, dans tous les cas, fait entrer le Maghreb et le Moyen Orient dans une ère dont, malgré l’ampleur des revers et des coûts humains, il n’est pas possible aujourd’hui de sous-estimer ni la dimension positive ni l’irréversibilité.
