Jack Newman and Steph Coulter argue that the levelling up agenda presents Prime Minister Rishi Sunak with a number of difficult challenges which he’d rather avoid but seems unable to escape. Confronting key questions around how England is governed will be crucial for its economic and political future, as a forthcoming report sets out.

The process of allocating levelling-up funding has drawn criticism for a number of reasons. Audience travel is widely acknowledged as a major component of the overall contribution live music makes to climate change. The scale of car travel to festivals, how this has changed over time and the decarbonisation potential of reducing car use for festivals is at present unclear.
