    U ovom završnom radu obrađuje se ugovor o osiguranju života iz različitih aspekata. Prvenstveno se opisuje njegov povijesni razvoj, opća društveno - ekonomska uloga te njegovi pravni izvori u svrhu prikaza njegove važnosti ne samo kao oblika sigurnosti i štednje građana već i kao instituta od opće važnosti za državu i društvo. Nakon navedenog općenitijeg uvoda u rad, u nastavku rada prelazi se na konkretne pravne aspekte ugovora o osiguranju života, a to su njegove stranke i bitni elementi, samo sklapanje ugovora o osiguranju života uz naglasak na formu ugovora i trenutak sklapanja, a što je bitan dio rada s obzirom da se vezeno uz navedeno razlikuju pozitivni propisi i praksa osiguratelja. Vezano uz sklapanje ugovora u radu se prikazuju i brojne obveze osiguratelja u davanju informacija stranka koje prvenstveno proizlaze iz težnje države ka zaštiti potrošača (IDD, GDPR, KID-ovi i dr.) ali i ostale regulative vezane uz SPNFT, FATCA-u i CRS koja je usmjerena na sprječavanje pranja novca i financiranja terorizma, na sprječavanje izbjegavanja plaćanja poreza i dr. Nastavno na navedeno, u radu se daje poredbeno pravni prikaz rješenja zemalja u okruženju Republike Hrvatske uključujući neke zemlje EU te praksa usiguratelja vezana uz ugovor o osiguranju života. Praksa osiguratelja je posebno bitan dio rada jer prikazuje kao se u nekim aspektima praksa razlikuje od pozitivnih zakonskih rješenja. Nakon prikaza osigurateljne prakse, rad se bavi aktualnom temom sklapanja ugovora o osiguranju života u vrijeme pandemije koronavirusa i potrebe osiguratelja da premoste strogu odredbu Zakona o obveznim odnosima da se ugovor o osiguranju života sklapa obostranim potpisom police osiguranja. U tom smislu opisane su inicijative osiguratelja prema Hrvatskoj agenciji za nadzor financijskih usluga te prema Ministarstvu pravosuđa Republike Hrvatske. Na kraju rada daje se zaključak rada.

    This paper, in addition to the general interpretation of the decentralization of public administration and the specifics of the Croatian system of state administration and the implementation of decentralization and rationalization of public administration in the Republic of Croatia, focuses on the implementation of the last reform from 2019, which abolished state administration offices in the Republic of Croatia and transferred jobs to self-governing the scope of the counties. What legal changes have taken place, what were the set goals and have they been achieved? Using the example of the State Administration Office in Sisak-Moslavina County, the entire process of reorganization, the previous structure of the State Administration Office in Sisak-Moslavina County, and the structure of Sisak-Moslavina County after taking over jobs, officials, property, etc. The survey, which is a part of this paper, is going to show how the official workers feel about this procedure and how they are ultimately satisfied with the reform. Ovaj rad, osim općenitog tumačenja decentralizacije javne uprave te specifičnosti hrvatskog sustava državne uprave i provedbe decentralizacije i racionalizacije javne uprave u Republici Hrvatskoj, koncentrira se na provedbu posljednje reforme iz 2019. godine kojom su ukinuti uredi državne uprave u RH i poslovi su preneseni u samoupravni djelokrug županija. Kakve su se zakonske izmjene dogodile, koji su bili zadani ciljevi i da li su se oni ostvarili? Na primjeru Ureda državne uprave u Sisačko-moslavačkoj županiji prikazat će se detaljno cijeli postupak preustroja, prethodni ustroj Ureda državne uprave u Sisačko-moslavačkoj županiji, te ustroj Sisačko-moslavačke županije nakon preuzimanja poslova, službenika, imovine i dr. Na kraju rada iz kratke ankete vidjet ćemo kako su službenici doživjeli cijeli postupak i kako su oni u konačnici zadovoljni provedenom reformom.

    The goals of this research are (1) Describe the needs of non-treatment staff in supervision from the supervisor's perspective, (2) Describe the challenges and obstacles in the implementation of supervision for non-treatment staff from the supervisor's perspective, (3) Describe the turning points (techniques and approaches) for the opening of group members, (4) Describe the appropriate type of supervision for non-treatment personnel, (5) Describe organizational obstacles during the implementation of supervision and (6) Describe an efficient way of presenting supervision to the Ministry of Justice and Administration, prisons and penitentiaries and future supervisees. The qualitative research included 10 participants, supervisors (8 women and 2 men). The results show that the needs of non-treatment staff are: relief, sharing experience and getting support, a break from everyday work, professional development, comply with the form and superiors. Over time, the needs have partially changed. Relief, sharing experience and getting support remained a need, while new ones arose, such as working on the professional situations, working on personal problems, relationship with superiors, and the need to belong. Challenges and obstacles in the implementation of supervision were: questioning the competence, specificities of non-treatment personnel, responsibilities of the supervisor, heterogeneity of the group, selection and application of appropriate work techniques, working in pandemic circumstances and knowledge of the supervisees. Breakthrough moments for members to open up were: showing compassion and a sense of group cohesion, supervisor flexibility and clarity, group member opening up and using creative techniques. As a more appropriate type of supervision for non-treatment personnel, developmental-integrative supervision is suggested, with one function of developmental integrative supervision, which is the supporting aspect as needed in the phase of group management. Organizational obstacles that appeared during the implementation of supervision were: the formation of groups, lack of understanding of superiors, unevenness in the system, spatial working conditions, working in specific conditions during the pandemic. It has been shown that the further development of supervision for non-treatment staff is a joint responsibility of the Ministry of Justice and Administration, which should, from their role, provide support for the voluntary inclusion of non-treatment staff in supervision and supervisors within the system who should responsibly advocate and present supervision. Ciljevi ovog istraživanja su (1) Opisati potrebe netretmanskog osoblja u superviziji iz perspektive supervizora, (2) Opisati izazove i prepreke u provedbi supervizije za netretmansko osoblje iz perspektive supervizora, (3) Opisati prijelomne trenutke (tehnike i pristupe) za otvaranje članova grupe, (4) Opisati odgovarajući tip supervizije za netretmansko osoblje, (5) Opisati organizacijske prepreke prilikom provedbe supervizije i (6) Opisati efikasan način prezentiranja supervizije prema Ministarstvu pravosuđa i uprave, kaznenim tijela (zatvorima i kaznionicama) i budućim supervizantima. Kvalitativnim istraživanjem je obuhvaćeno 10 sudionika, supervizora (8 žena i 2 muškaraca). Rezultati pokazuju da su potrebe netretmanskog osoblja: rasterećenje, dijeljenje iskustava i dobivanje podrške, odmak od radne svakodnevnice, profesionalni razvoj, zadovoljiti formu i nadređene. Tijekom vremena su se potrebe djelomično mijenjale: rasterećenje te dijeljenje iskustava i dobivanje podrške su ostali i dalje potreba, dok su se javile nove kao što su rad na profesionalnim situacijama, rad na osobnim problemima, odnos s nadređenima i potreba za pripadanjem. Izazovi i prepreke u provedbi supervizije bili su: propitivanje kompetentnosti, specifičnosti netretmanskog osoblja, odgovornosti supervizora, heterogenost grupe, izbor i primjena odgovarajućih tehnika rada, rad u okolnostima pandemije i poznavanje supervizanata. Prijelomni trenuci za otvaranje članova su bili: iskazivanje suosjećanja i osjećaja grupne kohezije, fleksibilnost i jasnoća supervizora, otvaranje člana grupe i korištenje kreativnih tehnika. Kao najprimjereniji tip supervizije za netretmansko osoblje navodi se razvojno – integrativna superviziju, uz jednu funkciju razvojno integrativne supervizije, a to je podržavajući aspekt kao potreban u fazi vođenja grupa. Organizacijske prepreke koje su se pojavile prilikom provedbe supervizije bile su: formiranje grupa, nerazumijevanje nadređenih, neujednačenost u sustavu, prostorni uvjeti rada, rad u specifičnim uvjetima za vrijeme pandemije. Pokazalo se da je daljnji razvoj supervizije za netretmansko osoblje zajednička odgovornost Ministarstva pravosuđa i uprave, koje bi trebalo iz svoje uloge dati podršku za dobrovoljno uključivanje netretmanskog osoblja u superviziju i supervizora unutar sustava koji bi trebali odgovorno zagovarati i prezentirati superviziju.

    The subject of this paper is the field of strategic human resources management, which has received exceptional attention during the last two decades, when many factors of the environment of a modern business organization are changing intensively. Starting from the presented research issues, the basic goals of this paper are: to describe certain theoretical and practical aspects of strategic human resources management, to analyze the basic activities of human resources management aimed at achieving and developing organizational capabilities, then to interpret motivational factors in the context of modern business and to show how systematic and thoughtful development of human resources affects the long-term sustainability of an economic entity. During the processing of the research subject, and in accordance with the scope of the topic and the set goals, modern research methods were used in the work. Thus, in order to fulfill the objectives of the work, in addition to the secondary one, an additional - primary research was carried out through a case study where the survey method was used. In this sense, the business case of the company Micronic was presented, with the basic goal of analyzing the strategic management of human resources in the function of long-term sustainability of the business of a specific company. In the end, it was shown that the set objectives of the work were achieved through exhaustive secondary data analysis and the presented findings of empirical research. Predmet istraživanja ovog rada je područje strateškog upravljanja ljudskim potencijalima koje uživa izuzetnu pažnju tijekom posljednja dva desetljeća kada se intenzivno mijenjaju brojni čimbenici okruženja suvremene poslovne organizacije. Polazeći od iznijete problematike istraživanja, temeljni ciljevi ovoga rada jesu: opisati određene teorijske i praktične aspekte strateškog menadžmenta ljudskih potencijala, analizirati temeljne aktivnosti upravljanja ljudskim potencijalima usmjerene na postizanje i razvijanje organizacijskih sposobnosti, zatim interpretirati motivacijske čimbenike u kontekstu suvremenog poslovanja te prikazati kako sustavno i promišljeno razvijanje ljudskih potencijala utječe na dugoročnu održivost nekog gospodarskog subjekta. Tijekom obrade predmeta istraživanja, a sukladno opsegu teme i postavljenim ciljevima, u radu su korištene suvremene istraživačke metode. Tako je u svrhu ispunjavanja ciljeva rada, pored sekundarnog, provedeno i dodatno – primarno istraživanje putem studije slučaja gdje se koristila metode ispitivanja anketnim upitnikom.. U tom smislu prikazan je poslovni slučaj poduzeća Micronic, s temeljnim ciljem analize strateškog menadžmenta ljudskih potencijala u funkciji dugoročne održivosti poslovanja konkretnog poduzeća. Na koncu, pokazalo se kako su postavljeni ciljevi rada ostvareni kroz iscrpnu sekundarnu analizu podataka te prezentirane nalaze empirijskog istraživanja.

    Healthcare is one of the fundamental human rights. Croatian helathcare system is organized as a public service in three levels: primary, secondary and tertiary. The basic regulation that governs the issue of healthcare, and thus the establishment of private practice offices, which is the subject of this paper, is the Health Care Act adopted in 2018, which is still in force, and has undergone four changes since today. This paper presents the procedure for establishing private practice offices. In the beginning, the Croatian health care system as a public service and the legal framework is presented, followed by a presentation of primary health care. The paper focuses on the procedure for establishing practices in the City of Zagreb in fouru areas – family medicine, pediatrics, gynaecology and dental medicine. In the last chapter, the supervision of private health care practices is presented. The surgeries are a novelty that is governed by the Health Care Act from 2018, and it replaces the previous provision of health care under lease or concession. The establishment and opening of a private practice office is carried out through a prescribed procedure that requires the healthcare worker to collect certain documentation that he is obliged to submit with the application, and not on the basis of the decision issued by the Ministry of Health approving the conduct of private practice in the office. Practises in the sense of Health Care Act led to an increase in the number of practices in private practice, which is shown in the paper. Pravo na zdravstvenu zaštitu je jedno od temeljnih ljudskih prava. Hrvatsko zdravstvo organizirano je kao javna služba u tri razine: primarna, sekundarna i tercijarna razina. Temeljni propis koji uređuje pitanje zdravstva, a time i osnivanja ordinacija privatne prakse, što je tema ovog rada, je Zakon o zdravstvenoj zaštiti donesen 2018. godine koji je još uvijek na snazi, a do danas je doživio četiri izmjene. Ovaj rad predstavlja postupak osnivanja ordinacija privatne prakse. U početku je prikazan sustav hrvatskog zdravstva kao javne službe i pravni okvir, nakon čega slijedi prikaz primarne zdravstvene zaštite. U radu je naglasak na postupak osnivanju ordinacija u Gradu Zagrebu u četiri djelatnosti – obiteljska medicina?, pedijatrija, ginekologija i dentalna medicina. U zadnjem poglavlju izložen je nadzor nad ordinacijama privatne zdravstvene zaštite. Ordinacije su novina koja je uvedena Zakonom o zdravstvenoj zaštiti iz 2018. godine, a zamjenjuje dotadašnje obavljanje zdravstvene zaštite u zakupu ili u koncesiji. Osnivanje i otvaranje ordinacije privatne prakse provodi se kroz propisani postupak koji zahtjeva od zdravstvenog radnika prikupljanje određene dokumentacije koju je dužan podnijeti uz zahtjev, a na temelju kojeg Ministarstvo zdravstva donosi rješenje kojim se odobrava obavljanje privatne prakse u ordinaciji. Ordinacije u smislu Zakona o zdravstvenoj zaštiti dovele su do povećanja broja ordinacija u privatnoj praksi što je prikazano u radu.

    At the second half of twentieth century, regulatory policy of ''Better regulation'' becomes a starting point of developing new regulatory tools in countries being part of an OECD. Considering the benefits and notable results in USA, regulatory impact assessment as an innovative tool of the time, promptly becomes a pedestal of not only regulatory policies in general, but also of an OECD's evidence-based policies in particular. Simplified, in overcoming particular problems and achieving specific public policy targets, RIA can present a whole spectrum of alternatives (based on different data bases), all in favor of harvesting the most suitable solution there is. Ex-ante (preliminary) and ex-post (subsequent) assessment (being part of an regulatory impact tool and regarding their diverse assessing methods) are considered to accomplish different objectives in evaluating outputs of proposed legislation. OECD countries mostly evaluate secondary law initiatives, unlike the Republic of Croatia, which is legally obliged to evaluate primary law initiatives only recommended by the Croatian government. Implementing OECD's principles of good practice, Croatia developed so-called ''two step'' approach throughout which it carries out preliminary assessment (screening RIA) and (depending on the results of direct effect analysis), detailed assessment (full RIA). Subsequent assessment is not a core feature of the mechanism but an exception when it is not possibble to carry out RIA, and consequently, it is prescribed within special laws. Pointed assessments ought to stipulate optimal legal solutions, based on accessible information, which will regulate the subject area, enforce legislative framework, stabilize economy, reduce economy expenses and generate satisfying results towards included shareholders. Hence, regulatory impact assessment becomes internationally recognized as an instrument of empowering legislative frameworks of countries utilizing it, despite exercising different methods of its application. This paper compares key features of the instrument used in OECD countries and the Republic of Croatia, pointing out various application modules and its distinct outcomes. Politika ''bolje regulacije'' drugom polovicom 20. stoljeća postaje polaznom osnovom razvoja novih regulatornih instrumenata zemalja OECD-a. Procjena učinaka propisa kao jedan od inovativnijeg instrumenta toga vremena, promicajući svoje benefite i ostvarujući zapažene rezultate u SAD-u, promptno postaje postamentom regulatorne politike i politike OECD-a utemeljene na dokazima. Simplificirano rečeno, postupkom procjene učinaka propisa se u zakonodavnom postupku prije svega osigurava više alternativa, na temelju više baza podataka, kako bi se mogla donijeti odluka o najboljem rješenju kojim će se ukloniti konkretan problem odnosno ostvariti konkretan cilj javne politike. Instrument se sastoji od ex-ante (prethodne) i ex-post (naknadne) procjene učinaka propisa kojim se na različite načine i s različitom svrhom evaluiraju učinci prijedloga propisa. U zemljama OECD-a je primarno riječ o postupku evaluacije nad podzakonskim pravnim aktima, dok je u Republici Hrvatskoj izrijekom propisana primjena alata na Vladine prijedloge zakona. Implementirajući dobre prakse OECD-a, u Hrvatskoj je razvijen pristup ''dva koraka'' kojim se provodi prethodna procjena učinaka propisa te ovisno o rezultatima analize izravnih učinaka, sam postupak procjene učinaka propisa. Naknadna procjena nije osnovna sastavnica mehanizma, već se smatra iznimkom kada PUP nije moguć u redovitim okolnostima i propisana je lex specialisom. Navedenim procjenama se nastoji uvjetovati odabir optimalnog zakonskog rješenja, na temelju dostupnih informacija, kojim će se regulirati predmetno područje, učvrstiti zakonodavni okvir, stabilizirati ekonomija, reducirati troškovi gospodarstva te polučiti zadovoljavajući rezultati prema uključenim akterima. Procjena učinaka propisa se stoga prepoznaje internacionalnim instrumentom osnaživanja zakonodavnih sustava zemalja koje ga primjenjuju, unatoč različitim procesima njegove primjene. U ovome radu kompariraju se ključne značajke instrumenta u zemljama OECD-a i Republici Hrvatskoj, ukazujući na modularnost primjene i specifičnost rezultata različitih država.

    Dual career as a term is relatively new in Croatia and is beginning to be seriously considered at different levels of government and by different decision makers. This paper provides a more detailed insight into the concept, definitions, norms and participants in the implementation of decisions related to the dual career of women in handball. The analysis of the results was conducted by research on former handball players who played sports at the top level and played for the national team. Proving the claim that dual careers in Croatia are not applied enough because, athletes who are a target group of dual careers - are not familiar with the options enough to try to gain access to this kind of right of athletes, is not an easy task. This research is not comprehensive and does not show the above all situation, but with examples and experiences collected by a random sample, it shows a low level of awareness on this topic. In addition to the lack of knowledge about the opportunities created through dual career regulations, this research seeks to define the position of women in dual careers compared to men, and to answer the question: Is the dual career approach really gender sensitive? Dual karijera se kao pojam relativno kratko upotrebljava u Hrvatskoj i počinje se ozbiljno razmatrati na različitim razinama vlasti i od strane različitih donositelja odluka. Ovaj rad pruža detaljniji uvid u sam pojam, definicije, normative i učesnike u provođenju odluka vezanih za dual karijeru žena u rukometu. Analiza rezultata provedena je istraživanjem na bivšim rukometašima i rukometašicama koji su se bavili sportom na vrhunskoj razini te nastupali za nacionalnu selekciju. Nije jednostavan zadatak dokazivanje tvrdnje da dual karijera u Hrvatskoj nije dovoljno primijenjena. Sportaši, koji su ciljana grupa dual karijere nisu upoznati s opcijama u dovoljnoj mjeri da pokušaju ostvariti pristup ovom svojevrsnom pravu sportaša. Ovo istraživanje nije sveobuhvatno i ne prikazuje činjenično stanje, ali primjerima i iskustvima prikupljenih slučajnim uzorkom pokazuje nisku razinu svijesti o ovoj tematici. Pored nedostatka saznanja o prilikama kreiranim kroz regulacije dual karijere, ovo istraživanje nastoji definirati poziciju žena u dual karijeri u odnosu na muškarce te odgovoriti na pitanje: Je li pristup dual karijeri uistinu rodno osjetljiv?

    The pole vault is considered to be the most complex athletics event in terms of its movement and structure. For this reason, the methodology of training this technical event is very complex. In addition to presenting the kinesiological analysis of pole vaulting, the aim of this paper was to present the methodological procedures used to teach young pole vaulters as easily and quickly as possible by mastering the technical elements that are an integral part of this event. In this paper, of course, for objective reasons, not all exercises and learning procedures are used and there are many. The exercises and learing procedures that are considered basic by most athletics coaches are mainly presented, and the author was also guided by his own experience when choosing them. The methodological procedures used, were mainly the analytical method of learning in order to well adopt and improve certain elements of technique that were later connected to the global structure of the movement, which in later stages were developed and perfected by a synthetic approach to training. Skok s motkom po svojoj strukturi gibanja smatra se najkompleksnijom atletskom disciplinom. Iz tog razloga i sama metodika obučavanja ove tehničke discipline je vrlo složena. Pored prikaza kineziološke analize skoka s motkom, cilj ovog rada bio je prikaz metodskih procedura koje se koristeda bi se sto jednostavnije i brže naučilo mlade skakače-icemotkom ovladavanjem tehničkih elemenata koji su sastavni dio ove discipline. U ovom radu naravno iz objektivnih razloga nisu navedene sve vježbe koje se koriste i kojih ima puno. Uglavnom su prikazane one vježbe i postupci učenja koje se smatraju bazičnim i to od većine atletskih trenera, a također pri odabiru istih autor se rukovodio i vlastitim iskustvom. U metodskim postupcima koristila se uglavnom analitička metoda učenja kako bi se dobro usvojili i usavršili pojedini elementi tehnike koji su kasnije povezani u globalnu strukturu pokreta koji su se u kasnijim fazama razvijali i usavršavali sintetičkim pristupom u obučavanju.

    Safety mechanisms implemented in communication applications started with development of cryptography, practice and study of techniques which will develop methods for sending messages or information which will be readable only to sender and receiver of the message. In that case information that was inside the message were kept secured from reading or changing by third party. Development of communication applications which are used over computers, tablets and mobile phones through we exchange messages, pictures, files between users, we want that privacy between users be on highest level possible. E2EE (end to end encryption) method enables encryption of content that is kept inside message (text, video, pictures, audio record, etc.) to safely comes to receiver without even the service provider can not see or change sent message. End to end encryption started to be used in 2014 by Signal and WhatsApp applications, its developing constantly because method to intercept or change our messages are getting stronger and stronger as power of computers rise. Today most of communications protocols are using SHA-256 function, which offers enough of protection to keep our information safe from third party. Sigurnosni mehanizmi unutar aplikacija za komunikaciju započeli su razvojem kriptografije, znanstvene discipline kojoj je zadatak razvijati metode slanja poruka ili informacija u obliku koji će biti razumljiv samo pošiljatelju ili primatelju te poruke. Na taj način, informacije sadržane u porukama su zaštićene o d čitanja i mijenjanja trećih strana. Razvojem aplikacija za komunikaciju koje koristimo putem računala, tableta i mobilnih uređaja za razmjenjivanje poruka, slika i datoteka između korisnika, želimo da privatnost sudionika u razgovoru bude na što višem nivou. E2EE (engl. end to end encryption) metoda omogućuje kripti ranje sadržaja koji se nalazi unutar poruke (tekstualni zapis, videozapis, slika, audiozapis itd.), odnosno da sadržaj sigurno stigne do odredišta bez da ga itko , čak ni pružatelj komunikacijske usluge, pročita ili promijeni. Korištenje end to end enkrcipije započinje 2014. godine unutar aplikacija Signal i WhatsApp te se razvija i dalje, a s povećanjem snage računala, metode postaju sve naprednije u čitanju naših poruka. Danas većina komunikacijskih protokola koristi SHA-256 funkciju koja nudi dovoljno zaštite da sačuva naše informacije od trećih strana.

    Graduation thesis is structured in two parts, theoretical and research. Theoretical part consists of five main units in which the issue of employment of persons with disabilities is considered in Croatia, Slovenia, Sweden and Bulgaria. In the theoretical part of the graduation thesis, the normative system of the selected countries is presented. The role of state institutions in the employment of persons with disabilities is considered, and statistical data on the employment and unemployment of persons with disabilities in the compared countries are presented. Sweden has the lowest unemployment rate for people with disabilities and the highest employment rate for people with disabilities. Slovenia and Croatia are on a good path of progress according to European standards, while Bulgaria is burdened by social policy, ineffective state measures and societal prejudices. In the research part, the actual number of employed persons with disabilities in primary schools of the Krapina - Zagorje County was determined. Only 12% of primary schools in the Krapina – Zagorje County employ a person with disability and 88% of primary schools do not have a registered person with a disability. The legal regulations did not achieve the goal that is, they did not lead to an increase in the employment of persons with disabilities in primary schools of the Krapina – Zagorje County. Key words: person with disability, employment, professional rehabilitation, labor market, employment Bureau, sheltered employment, quota system Rad je strukturiran u dva dijela, teorijski i istraživački. Teorijski dio se sastoji od pet glavnih cjelina, u kojima se razmatra problematika zapošljavanja osoba s invaliditetom u Republici Hrvatskoj, Republici Sloveniji, Švedskoj i Bugarskoj. U teorijskom dijelu rada prikazan je normativni sustav odabranih zemalja. Razmatra se uloga državnih institucija u zapošljavanju osoba s invaliditetom te su prikazani statistički podaci o zaposlenosti i nezaposlenosti osoba s invaliditetom uspoređivanih zemalja. Švedska ima najmanju stopu nezaposlenosti osoba s invaliditetom odnosno najveću stopu zaposlenosti osoba s invaliditetom. Slovenija i Hrvatska na dobrom su putu napretka prema europskim standardima dok je Bugarska opterećena socijalnom politikom, neučinkovitim mjerama države i predrasudama društva. U istraživačkom dijelu utvrđen je stvarni broj zaposlenih osoba s invaliditetom u osnovnim školama Krapinsko – zagorske županije. Samo 12% osnovnih škola KZŽ ima zaposlenu osobu s invaliditetom, a 88% osnovnih škola KZŽ nema zaposlenu osobu s invaliditetom. Zakonski propisi nisu ostvarili cilj odnosno nisu doveli do povećanja zaposlenosti osoba s invaliditetom u osnovnim školama KZŽ.

    U ovom završnom radu obrađuje se ugovor o osiguranju života iz različitih aspekata. Prvenstveno se opisuje njegov povijesni razvoj, opća društveno - ekonomska uloga te njegovi pravni izvori u svrhu prikaza njegove važnosti ne samo kao oblika sigurnosti i štednje građana već i kao instituta od opće važnosti za državu i društvo. Nakon navedenog općenitijeg uvoda u rad, u nastavku rada prelazi se na konkretne pravne aspekte ugovora o osiguranju života, a to su njegove stranke i bitni elementi, samo sklapanje ugovora o osiguranju života uz naglasak na formu ugovora i trenutak sklapanja, a što je bitan dio rada s obzirom da se vezeno uz navedeno razlikuju pozitivni propisi i praksa osiguratelja. Vezano uz sklapanje ugovora u radu se prikazuju i brojne obveze osiguratelja u davanju informacija stranka koje prvenstveno proizlaze iz težnje države ka zaštiti potrošača (IDD, GDPR, KID-ovi i dr.) ali i ostale regulative vezane uz SPNFT, FATCA-u i CRS koja je usmjerena na sprječavanje pranja novca i financiranja terorizma, na sprječavanje izbjegavanja plaćanja poreza i dr. Nastavno na navedeno, u radu se daje poredbeno pravni prikaz rješenja zemalja u okruženju Republike Hrvatske uključujući neke zemlje EU te praksa usiguratelja vezana uz ugovor o osiguranju života. Praksa osiguratelja je posebno bitan dio rada jer prikazuje kao se u nekim aspektima praksa razlikuje od pozitivnih zakonskih rješenja. Nakon prikaza osigurateljne prakse, rad se bavi aktualnom temom sklapanja ugovora o osiguranju života u vrijeme pandemije koronavirusa i potrebe osiguratelja da premoste strogu odredbu Zakona o obveznim odnosima da se ugovor o osiguranju života sklapa obostranim potpisom police osiguranja. U tom smislu opisane su inicijative osiguratelja prema Hrvatskoj agenciji za nadzor financijskih usluga te prema Ministarstvu pravosuđa Republike Hrvatske. Na kraju rada daje se zaključak rada.

    This paper, in addition to the general interpretation of the decentralization of public administration and the specifics of the Croatian system of state administration and the implementation of decentralization and rationalization of public administration in the Republic of Croatia, focuses on the implementation of the last reform from 2019, which abolished state administration offices in the Republic of Croatia and transferred jobs to self-governing the scope of the counties. What legal changes have taken place, what were the set goals and have they been achieved? Using the example of the State Administration Office in Sisak-Moslavina County, the entire process of reorganization, the previous structure of the State Administration Office in Sisak-Moslavina County, and the structure of Sisak-Moslavina County after taking over jobs, officials, property, etc. The survey, which is a part of this paper, is going to show how the official workers feel about this procedure and how they are ultimately satisfied with the reform. Ovaj rad, osim općenitog tumačenja decentralizacije javne uprave te specifičnosti hrvatskog sustava državne uprave i provedbe decentralizacije i racionalizacije javne uprave u Republici Hrvatskoj, koncentrira se na provedbu posljednje reforme iz 2019. godine kojom su ukinuti uredi državne uprave u RH i poslovi su preneseni u samoupravni djelokrug županija. Kakve su se zakonske izmjene dogodile, koji su bili zadani ciljevi i da li su se oni ostvarili? Na primjeru Ureda državne uprave u Sisačko-moslavačkoj županiji prikazat će se detaljno cijeli postupak preustroja, prethodni ustroj Ureda državne uprave u Sisačko-moslavačkoj županiji, te ustroj Sisačko-moslavačke županije nakon preuzimanja poslova, službenika, imovine i dr. Na kraju rada iz kratke ankete vidjet ćemo kako su službenici doživjeli cijeli postupak i kako su oni u konačnici zadovoljni provedenom reformom.

    The goals of this research are (1) Describe the needs of non-treatment staff in supervision from the supervisor's perspective, (2) Describe the challenges and obstacles in the implementation of supervision for non-treatment staff from the supervisor's perspective, (3) Describe the turning points (techniques and approaches) for the opening of group members, (4) Describe the appropriate type of supervision for non-treatment personnel, (5) Describe organizational obstacles during the implementation of supervision and (6) Describe an efficient way of presenting supervision to the Ministry of Justice and Administration, prisons and penitentiaries and future supervisees. The qualitative research included 10 participants, supervisors (8 women and 2 men). The results show that the needs of non-treatment staff are: relief, sharing experience and getting support, a break from everyday work, professional development, comply with the form and superiors. Over time, the needs have partially changed. Relief, sharing experience and getting support remained a need, while new ones arose, such as working on the professional situations, working on personal problems, relationship with superiors, and the need to belong. Challenges and obstacles in the implementation of supervision were: questioning the competence, specificities of non-treatment personnel, responsibilities of the supervisor, heterogeneity of the group, selection and application of appropriate work techniques, working in pandemic circumstances and knowledge of the supervisees. Breakthrough moments for members to open up were: showing compassion and a sense of group cohesion, supervisor flexibility and clarity, group member opening up and using creative techniques. As a more appropriate type of supervision for non-treatment personnel, developmental-integrative supervision is suggested, with one function of developmental integrative supervision, which is the supporting aspect as needed in the phase of group management. Organizational obstacles that appeared during the implementation of supervision were: the formation of groups, lack of understanding of superiors, unevenness in the system, spatial working conditions, working in specific conditions during the pandemic. It has been shown that the further development of supervision for non-treatment staff is a joint responsibility of the Ministry of Justice and Administration, which should, from their role, provide support for the voluntary inclusion of non-treatment staff in supervision and supervisors within the system who should responsibly advocate and present supervision. Ciljevi ovog istraživanja su (1) Opisati potrebe netretmanskog osoblja u superviziji iz perspektive supervizora, (2) Opisati izazove i prepreke u provedbi supervizije za netretmansko osoblje iz perspektive supervizora, (3) Opisati prijelomne trenutke (tehnike i pristupe) za otvaranje članova grupe, (4) Opisati odgovarajući tip supervizije za netretmansko osoblje, (5) Opisati organizacijske prepreke prilikom provedbe supervizije i (6) Opisati efikasan način prezentiranja supervizije prema Ministarstvu pravosuđa i uprave, kaznenim tijela (zatvorima i kaznionicama) i budućim supervizantima. Kvalitativnim istraživanjem je obuhvaćeno 10 sudionika, supervizora (8 žena i 2 muškaraca). Rezultati pokazuju da su potrebe netretmanskog osoblja: rasterećenje, dijeljenje iskustava i dobivanje podrške, odmak od radne svakodnevnice, profesionalni razvoj, zadovoljiti formu i nadređene. Tijekom vremena su se potrebe djelomično mijenjale: rasterećenje te dijeljenje iskustava i dobivanje podrške su ostali i dalje potreba, dok su se javile nove kao što su rad na profesionalnim situacijama, rad na osobnim problemima, odnos s nadređenima i potreba za pripadanjem. Izazovi i prepreke u provedbi supervizije bili su: propitivanje kompetentnosti, specifičnosti netretmanskog osoblja, odgovornosti supervizora, heterogenost grupe, izbor i primjena odgovarajućih tehnika rada, rad u okolnostima pandemije i poznavanje supervizanata. Prijelomni trenuci za otvaranje članova su bili: iskazivanje suosjećanja i osjećaja grupne kohezije, fleksibilnost i jasnoća supervizora, otvaranje člana grupe i korištenje kreativnih tehnika. Kao najprimjereniji tip supervizije za netretmansko osoblje navodi se razvojno – integrativna superviziju, uz jednu funkciju razvojno integrativne supervizije, a to je podržavajući aspekt kao potreban u fazi vođenja grupa. Organizacijske prepreke koje su se pojavile prilikom provedbe supervizije bile su: formiranje grupa, nerazumijevanje nadređenih, neujednačenost u sustavu, prostorni uvjeti rada, rad u specifičnim uvjetima za vrijeme pandemije. Pokazalo se da je daljnji razvoj supervizije za netretmansko osoblje zajednička odgovornost Ministarstva pravosuđa i uprave, koje bi trebalo iz svoje uloge dati podršku za dobrovoljno uključivanje netretmanskog osoblja u superviziju i supervizora unutar sustava koji bi trebali odgovorno zagovarati i prezentirati superviziju.

    The subject of this paper is the field of strategic human resources management, which has received exceptional attention during the last two decades, when many factors of the environment of a modern business organization are changing intensively. Starting from the presented research issues, the basic goals of this paper are: to describe certain theoretical and practical aspects of strategic human resources management, to analyze the basic activities of human resources management aimed at achieving and developing organizational capabilities, then to interpret motivational factors in the context of modern business and to show how systematic and thoughtful development of human resources affects the long-term sustainability of an economic entity. During the processing of the research subject, and in accordance with the scope of the topic and the set goals, modern research methods were used in the work. Thus, in order to fulfill the objectives of the work, in addition to the secondary one, an additional - primary research was carried out through a case study where the survey method was used. In this sense, the business case of the company Micronic was presented, with the basic goal of analyzing the strategic management of human resources in the function of long-term sustainability of the business of a specific company. In the end, it was shown that the set objectives of the work were achieved through exhaustive secondary data analysis and the presented findings of empirical research. Predmet istraživanja ovog rada je područje strateškog upravljanja ljudskim potencijalima koje uživa izuzetnu pažnju tijekom posljednja dva desetljeća kada se intenzivno mijenjaju brojni čimbenici okruženja suvremene poslovne organizacije. Polazeći od iznijete problematike istraživanja, temeljni ciljevi ovoga rada jesu: opisati određene teorijske i praktične aspekte strateškog menadžmenta ljudskih potencijala, analizirati temeljne aktivnosti upravljanja ljudskim potencijalima usmjerene na postizanje i razvijanje organizacijskih sposobnosti, zatim interpretirati motivacijske čimbenike u kontekstu suvremenog poslovanja te prikazati kako sustavno i promišljeno razvijanje ljudskih potencijala utječe na dugoročnu održivost nekog gospodarskog subjekta. Tijekom obrade predmeta istraživanja, a sukladno opsegu teme i postavljenim ciljevima, u radu su korištene suvremene istraživačke metode. Tako je u svrhu ispunjavanja ciljeva rada, pored sekundarnog, provedeno i dodatno – primarno istraživanje putem studije slučaja gdje se koristila metode ispitivanja anketnim upitnikom.. U tom smislu prikazan je poslovni slučaj poduzeća Micronic, s temeljnim ciljem analize strateškog menadžmenta ljudskih potencijala u funkciji dugoročne održivosti poslovanja konkretnog poduzeća. Na koncu, pokazalo se kako su postavljeni ciljevi rada ostvareni kroz iscrpnu sekundarnu analizu podataka te prezentirane nalaze empirijskog istraživanja.

    Healthcare is one of the fundamental human rights. Croatian helathcare system is organized as a public service in three levels: primary, secondary and tertiary. The basic regulation that governs the issue of healthcare, and thus the establishment of private practice offices, which is the subject of this paper, is the Health Care Act adopted in 2018, which is still in force, and has undergone four changes since today. This paper presents the procedure for establishing private practice offices. In the beginning, the Croatian health care system as a public service and the legal framework is presented, followed by a presentation of primary health care. The paper focuses on the procedure for establishing practices in the City of Zagreb in fouru areas – family medicine, pediatrics, gynaecology and dental medicine. In the last chapter, the supervision of private health care practices is presented. The surgeries are a novelty that is governed by the Health Care Act from 2018, and it replaces the previous provision of health care under lease or concession. The establishment and opening of a private practice office is carried out through a prescribed procedure that requires the healthcare worker to collect certain documentation that he is obliged to submit with the application, and not on the basis of the decision issued by the Ministry of Health approving the conduct of private practice in the office. Practises in the sense of Health Care Act led to an increase in the number of practices in private practice, which is shown in the paper. Pravo na zdravstvenu zaštitu je jedno od temeljnih ljudskih prava. Hrvatsko zdravstvo organizirano je kao javna služba u tri razine: primarna, sekundarna i tercijarna razina. Temeljni propis koji uređuje pitanje zdravstva, a time i osnivanja ordinacija privatne prakse, što je tema ovog rada, je Zakon o zdravstvenoj zaštiti donesen 2018. godine koji je još uvijek na snazi, a do danas je doživio četiri izmjene. Ovaj rad predstavlja postupak osnivanja ordinacija privatne prakse. U početku je prikazan sustav hrvatskog zdravstva kao javne službe i pravni okvir, nakon čega slijedi prikaz primarne zdravstvene zaštite. U radu je naglasak na postupak osnivanju ordinacija u Gradu Zagrebu u četiri djelatnosti – obiteljska medicina?, pedijatrija, ginekologija i dentalna medicina. U zadnjem poglavlju izložen je nadzor nad ordinacijama privatne zdravstvene zaštite. Ordinacije su novina koja je uvedena Zakonom o zdravstvenoj zaštiti iz 2018. godine, a zamjenjuje dotadašnje obavljanje zdravstvene zaštite u zakupu ili u koncesiji. Osnivanje i otvaranje ordinacije privatne prakse provodi se kroz propisani postupak koji zahtjeva od zdravstvenog radnika prikupljanje određene dokumentacije koju je dužan podnijeti uz zahtjev, a na temelju kojeg Ministarstvo zdravstva donosi rješenje kojim se odobrava obavljanje privatne prakse u ordinaciji. Ordinacije u smislu Zakona o zdravstvenoj zaštiti dovele su do povećanja broja ordinacija u privatnoj praksi što je prikazano u radu.

    At the second half of twentieth century, regulatory policy of ''Better regulation'' becomes a starting point of developing new regulatory tools in countries being part of an OECD. Considering the benefits and notable results in USA, regulatory impact assessment as an innovative tool of the time, promptly becomes a pedestal of not only regulatory policies in general, but also of an OECD's evidence-based policies in particular. Simplified, in overcoming particular problems and achieving specific public policy targets, RIA can present a whole spectrum of alternatives (based on different data bases), all in favor of harvesting the most suitable solution there is. Ex-ante (preliminary) and ex-post (subsequent) assessment (being part of an regulatory impact tool and regarding their diverse assessing methods) are considered to accomplish different objectives in evaluating outputs of proposed legislation. OECD countries mostly evaluate secondary law initiatives, unlike the Republic of Croatia, which is legally obliged to evaluate primary law initiatives only recommended by the Croatian government. Implementing OECD's principles of good practice, Croatia developed so-called ''two step'' approach throughout which it carries out preliminary assessment (screening RIA) and (depending on the results of direct effect analysis), detailed assessment (full RIA). Subsequent assessment is not a core feature of the mechanism but an exception when it is not possibble to carry out RIA, and consequently, it is prescribed within special laws. Pointed assessments ought to stipulate optimal legal solutions, based on accessible information, which will regulate the subject area, enforce legislative framework, stabilize economy, reduce economy expenses and generate satisfying results towards included shareholders. Hence, regulatory impact assessment becomes internationally recognized as an instrument of empowering legislative frameworks of countries utilizing it, despite exercising different methods of its application. This paper compares key features of the instrument used in OECD countries and the Republic of Croatia, pointing out various application modules and its distinct outcomes. Politika ''bolje regulacije'' drugom polovicom 20. stoljeća postaje polaznom osnovom razvoja novih regulatornih instrumenata zemalja OECD-a. Procjena učinaka propisa kao jedan od inovativnijeg instrumenta toga vremena, promicajući svoje benefite i ostvarujući zapažene rezultate u SAD-u, promptno postaje postamentom regulatorne politike i politike OECD-a utemeljene na dokazima. Simplificirano rečeno, postupkom procjene učinaka propisa se u zakonodavnom postupku prije svega osigurava više alternativa, na temelju više baza podataka, kako bi se mogla donijeti odluka o najboljem rješenju kojim će se ukloniti konkretan problem odnosno ostvariti konkretan cilj javne politike. Instrument se sastoji od ex-ante (prethodne) i ex-post (naknadne) procjene učinaka propisa kojim se na različite načine i s različitom svrhom evaluiraju učinci prijedloga propisa. U zemljama OECD-a je primarno riječ o postupku evaluacije nad podzakonskim pravnim aktima, dok je u Republici Hrvatskoj izrijekom propisana primjena alata na Vladine prijedloge zakona. Implementirajući dobre prakse OECD-a, u Hrvatskoj je razvijen pristup ''dva koraka'' kojim se provodi prethodna procjena učinaka propisa te ovisno o rezultatima analize izravnih učinaka, sam postupak procjene učinaka propisa. Naknadna procjena nije osnovna sastavnica mehanizma, već se smatra iznimkom kada PUP nije moguć u redovitim okolnostima i propisana je lex specialisom. Navedenim procjenama se nastoji uvjetovati odabir optimalnog zakonskog rješenja, na temelju dostupnih informacija, kojim će se regulirati predmetno područje, učvrstiti zakonodavni okvir, stabilizirati ekonomija, reducirati troškovi gospodarstva te polučiti zadovoljavajući rezultati prema uključenim akterima. Procjena učinaka propisa se stoga prepoznaje internacionalnim instrumentom osnaživanja zakonodavnih sustava zemalja koje ga primjenjuju, unatoč različitim procesima njegove primjene. U ovome radu kompariraju se ključne značajke instrumenta u zemljama OECD-a i Republici Hrvatskoj, ukazujući na modularnost primjene i specifičnost rezultata različitih država.

    Dual career as a term is relatively new in Croatia and is beginning to be seriously considered at different levels of government and by different decision makers. This paper provides a more detailed insight into the concept, definitions, norms and participants in the implementation of decisions related to the dual career of women in handball. The analysis of the results was conducted by research on former handball players who played sports at the top level and played for the national team. Proving the claim that dual careers in Croatia are not applied enough because, athletes who are a target group of dual careers - are not familiar with the options enough to try to gain access to this kind of right of athletes, is not an easy task. This research is not comprehensive and does not show the above all situation, but with examples and experiences collected by a random sample, it shows a low level of awareness on this topic. In addition to the lack of knowledge about the opportunities created through dual career regulations, this research seeks to define the position of women in dual careers compared to men, and to answer the question: Is the dual career approach really gender sensitive? Dual karijera se kao pojam relativno kratko upotrebljava u Hrvatskoj i počinje se ozbiljno razmatrati na različitim razinama vlasti i od strane različitih donositelja odluka. Ovaj rad pruža detaljniji uvid u sam pojam, definicije, normative i učesnike u provođenju odluka vezanih za dual karijeru žena u rukometu. Analiza rezultata provedena je istraživanjem na bivšim rukometašima i rukometašicama koji su se bavili sportom na vrhunskoj razini te nastupali za nacionalnu selekciju. Nije jednostavan zadatak dokazivanje tvrdnje da dual karijera u Hrvatskoj nije dovoljno primijenjena. Sportaši, koji su ciljana grupa dual karijere nisu upoznati s opcijama u dovoljnoj mjeri da pokušaju ostvariti pristup ovom svojevrsnom pravu sportaša. Ovo istraživanje nije sveobuhvatno i ne prikazuje činjenično stanje, ali primjerima i iskustvima prikupljenih slučajnim uzorkom pokazuje nisku razinu svijesti o ovoj tematici. Pored nedostatka saznanja o prilikama kreiranim kroz regulacije dual karijere, ovo istraživanje nastoji definirati poziciju žena u dual karijeri u odnosu na muškarce te odgovoriti na pitanje: Je li pristup dual karijeri uistinu rodno osjetljiv?

    The pole vault is considered to be the most complex athletics event in terms of its movement and structure. For this reason, the methodology of training this technical event is very complex. In addition to presenting the kinesiological analysis of pole vaulting, the aim of this paper was to present the methodological procedures used to teach young pole vaulters as easily and quickly as possible by mastering the technical elements that are an integral part of this event. In this paper, of course, for objective reasons, not all exercises and learning procedures are used and there are many. The exercises and learing procedures that are considered basic by most athletics coaches are mainly presented, and the author was also guided by his own experience when choosing them. The methodological procedures used, were mainly the analytical method of learning in order to well adopt and improve certain elements of technique that were later connected to the global structure of the movement, which in later stages were developed and perfected by a synthetic approach to training. Skok s motkom po svojoj strukturi gibanja smatra se najkompleksnijom atletskom disciplinom. Iz tog razloga i sama metodika obučavanja ove tehničke discipline je vrlo složena. Pored prikaza kineziološke analize skoka s motkom, cilj ovog rada bio je prikaz metodskih procedura koje se koristeda bi se sto jednostavnije i brže naučilo mlade skakače-icemotkom ovladavanjem tehničkih elemenata koji su sastavni dio ove discipline. U ovom radu naravno iz objektivnih razloga nisu navedene sve vježbe koje se koriste i kojih ima puno. Uglavnom su prikazane one vježbe i postupci učenja koje se smatraju bazičnim i to od većine atletskih trenera, a također pri odabiru istih autor se rukovodio i vlastitim iskustvom. U metodskim postupcima koristila se uglavnom analitička metoda učenja kako bi se dobro usvojili i usavršili pojedini elementi tehnike koji su kasnije povezani u globalnu strukturu pokreta koji su se u kasnijim fazama razvijali i usavršavali sintetičkim pristupom u obučavanju.

    Safety mechanisms implemented in communication applications started with development of cryptography, practice and study of techniques which will develop methods for sending messages or information which will be readable only to sender and receiver of the message. In that case information that was inside the message were kept secured from reading or changing by third party. Development of communication applications which are used over computers, tablets and mobile phones through we exchange messages, pictures, files between users, we want that privacy between users be on highest level possible. E2EE (end to end encryption) method enables encryption of content that is kept inside message (text, video, pictures, audio record, etc.) to safely comes to receiver without even the service provider can not see or change sent message. End to end encryption started to be used in 2014 by Signal and WhatsApp applications, its developing constantly because method to intercept or change our messages are getting stronger and stronger as power of computers rise. Today most of communications protocols are using SHA-256 function, which offers enough of protection to keep our information safe from third party. Sigurnosni mehanizmi unutar aplikacija za komunikaciju započeli su razvojem kriptografije, znanstvene discipline kojoj je zadatak razvijati metode slanja poruka ili informacija u obliku koji će biti razumljiv samo pošiljatelju ili primatelju te poruke. Na taj način, informacije sadržane u porukama su zaštićene o d čitanja i mijenjanja trećih strana. Razvojem aplikacija za komunikaciju koje koristimo putem računala, tableta i mobilnih uređaja za razmjenjivanje poruka, slika i datoteka između korisnika, želimo da privatnost sudionika u razgovoru bude na što višem nivou. E2EE (engl. end to end encryption) metoda omogućuje kripti ranje sadržaja koji se nalazi unutar poruke (tekstualni zapis, videozapis, slika, audiozapis itd.), odnosno da sadržaj sigurno stigne do odredišta bez da ga itko , čak ni pružatelj komunikacijske usluge, pročita ili promijeni. Korištenje end to end enkrcipije započinje 2014. godine unutar aplikacija Signal i WhatsApp te se razvija i dalje, a s povećanjem snage računala, metode postaju sve naprednije u čitanju naših poruka. Danas većina komunikacijskih protokola koristi SHA-256 funkciju koja nudi dovoljno zaštite da sačuva naše informacije od trećih strana.

    Graduation thesis is structured in two parts, theoretical and research. Theoretical part consists of five main units in which the issue of employment of persons with disabilities is considered in Croatia, Slovenia, Sweden and Bulgaria. In the theoretical part of the graduation thesis, the normative system of the selected countries is presented. The role of state institutions in the employment of persons with disabilities is considered, and statistical data on the employment and unemployment of persons with disabilities in the compared countries are presented. Sweden has the lowest unemployment rate for people with disabilities and the highest employment rate for people with disabilities. Slovenia and Croatia are on a good path of progress according to European standards, while Bulgaria is burdened by social policy, ineffective state measures and societal prejudices. In the research part, the actual number of employed persons with disabilities in primary schools of the Krapina - Zagorje County was determined. Only 12% of primary schools in the Krapina – Zagorje County employ a person with disability and 88% of primary schools do not have a registered person with a disability. The legal regulations did not achieve the goal that is, they did not lead to an increase in the employment of persons with disabilities in primary schools of the Krapina – Zagorje County. Teorijski dio se sastoji od pet glavnih cjelina, u kojima se razmatra problematika zapošljavanja osoba s invaliditetom u Republici Hrvatskoj, Republici Sloveniji, Švedskoj i Bugarskoj. U teorijskom dijelu rada prikazan je normativni sustav odabranih zemalja. Razmatra se uloga državnih institucija u zapošljavanju osoba s invaliditetom te su prikazani statistički podaci o zaposlenosti i nezaposlenosti osoba s invaliditetom uspoređivanih zemalja. Švedska ima najmanju stopu nezaposlenosti osoba s invaliditetom odnosno najveću stopu zaposlenosti osoba s invaliditetom. Slovenija i Hrvatska na dobrom su putu napretka prema europskim standardima dok je Bugarska opterećena socijalnom politikom, neučinkovitim mjerama države i predrasudama društva. U istraživačkom dijelu utvrđen je stvarni broj zaposlenih osoba s invaliditetom u osnovnim školama Krapinsko – zagorske županije. Samo 12% osnovnih škola KZŽ ima zaposlenu osobu s invaliditetom, a 88% osnovnih škola KZŽ nema zaposlenu osobu s invaliditetom. Zakonski propisi nisu ostvarili cilj odnosno nisu doveli do povećanja zaposlenosti osoba s invaliditetom u osnovnim školama KZŽ.
