Information and knowledge are the basis for good progress of humanity, the limits on their access and circulation have important implications regarding the development of science, technology and its position with society and human rights. This paper will introduce some of the agents involved in context of protection (monopoly-commoditization) / liberalization (open access as a public-information) of information and their positions, citing the example of recent projects such as CODATA, Science Commons or, Open Data, focused to create tools for open access to scientific data, priority within the new information cyberinfrastructure and e-science.

[European trends in openness – an overview of strategies and programmes] The European institutions recognized the importance of Open Access in science several years ago. In 2004, the European Commission, through the Directorate of Research, initiated a study of an open model of scientific publishing, and carried out Study on the economic and technical evolution of the scientific publication markets in Europe. Over the subsequent years, numerous reports, studies and summaries of public consultation in the field of Open Access were published. As a consequence, it became mandatory to publish the results of any research financed from the 7th Framework Programme within the Open Access model. The first reference to educational reform and the creation of open knowledge resources can be found in the Lisbon Strategy, which was to give a new dimension to the European economy through directing it towards knowledge and the use of knowledge in economy. Open resources are also important for the preservation of the cultural heritage. The paper will present programs and strategies which originated with the European institutions and promote OA in science and culture at various levels and within various scopes.

Launched in 2007 by the Basque Government Department of Culture and the Basque Government IT services company, the Basque web capture project joins forces with European and international initiatives to harvest and conserve the online digital heritage. Projects launched in the mid-90s both by national libraries and private organisations and which have given an enormous boost to the development of tools and directives for conservation of the born digital heritage. In this document, we describe the setting in motion of Ondarenet (www.euskadi.net/ondarenet), an information system permitting collection, conservation and distribution of the Basque web. The software used for this project is the Toolkit proposed by the International Internet Preservation Consortium (IIPC). Used by most existing similar international initiatives, these open-source tools are relatively easy to install and maintain (Heritrix, NutchWAX, WebCurator and Wayback). This is an ambitious project which, like all historical archives, harnesses documents and creates collections for their custody with a view to the preservation of a country’s historical memory, a memory in this case presented in the shape of collections consisting of born-digital resources.

Explores the dramatic growth of open access with a particular emphasis on policy developments and aspects most relevant to Puerto Rico. Some of the largest initiatives in open access publishing come from the Latin countries - Scielo and Redalyc. Several open access journals are published at the University of Puerto Rico - Mayagüez.
