    With the advent of globalization, there has been an explosion of information in every sphere of life. Various new electronic gadgets emerged to make information accessible anytime and anywhere. ICT has made our daily lives by profoundly altering our social interactions, affecting our social bonds. As the android smartphone environment has changed the picture of connectivity between people, their engagement with the world has been connected through these small screens. As libraries are service-based institutions for satisfying the information needs of end users through different means. Nowadays libraries are also adapting these different mediums and technologies to cater the information needs of their users efficiently and effectively. This paper will focus on different services provided through smartphones and the use of smartphones for outreach services. The study will raise awareness about the importance of smartphones for implementing various library and information services

    The socio-cultural disaster is one of the challenges in present era. We cannot simply ignore it. It is not too difficult to assume that no matter how advanced we are in technology, our mental deviation from culture of the community particularly in social life has started for a long time. Today’s parents are in a state of suspense whenever they are thinking about their child’s prospects. At the same time, the people of the new generation feel very much anxiety about choosing their profession. They change their aim of life many times. Sometimes they are now able to find out their way. That leads to the loss of human resources. In this juncture, the present paper focuses on the major problems of the young generation in respect like their profession, education and their personal life, relationship, creativity etc. If a man or woman has been satisfied by his or his activities then they become prosperous in their life. Students at the very early stage of education should be guided by moral and ethical education. Only moral and ethical values can save the life of distress people. However, this paper finds some famous Bengali thinkers own way of life philosophy. This is needed for the new generation and the generations to come. Life is not like a machine for material production. It has another aim of personal freedom and happiness. Socio-cultural disaster leads to unsatisfied generation. It also produces uneven circumstances in the land we live in. It may not be possible to live a happy fruitful life in the space of socio-cultural disaster. It has been concluded that only proper education system aiming character building and skill development can be the measure to defend socio-cultural disaster.     The real-time monitoring and autonomous decision-making through Unmanned Aerial Vehicles (UAVs) are the potential applications of Future networks. Vertical handover in future networks is a mechanism to switch communication between different network access technologies like Wire-less Local Area Network (WLAN), Worldwide Interoperability for Wireless Microwave Access (WiMAX), Third-Generation (3G), Fourth-Generation (4G), Fifth- Generation (5G) mobile technologies. These technologies have significant importance in providing fast, reliable, and timely communication. However, during a vertical handover, an inadequate delay and packet loss can cause considerable disruption in maintaining communication sessions and results in intolerable end to end delay, disconnectivity, and poor packet delivery ratio.

    Despite inequitable access to telemedicine video visits for those lacking home-based broadband, and the ability of public libraries to address this gap, the adoption of telemedicine in public libraries has been slow. The purpose of this research is to describe the implementation experience of five libraries and library programs that were among the earliest adopters of telemedicine in public libraries. This research was guided by the Reach, Efficacy, Adoption, Implementation and Maintenance implementation framework. A range of models have been implemented, but the most successful models include partnership with health providers or a health system. Dissemination of early adopters’ experiences can aid other libraries to learn from their example, enabling more rapid uptake of this important programming.

    The daily work of legal professionals is often hampered by characteristics such as the high speed with which new legislation is generated. In addition, the generation of such legislation is almost always done using unstructured formats that are not prepared for automatic processing by computers. As a result, a large amount of heterogeneous information is generated in a highly chaotic manner, leading to an information overload. We have designed a new model for comparing legal texts that combine the latest advances in language processing through neural architectures with classical fuzzy logic techniques to overcome this problem partially. In this regard, we have evaluated such a model with the lawSentence200 benchmark dataset, and the first results we have obtained seem promising.

    In this work, we present our research for building novel models that allow for processing information of textual nature effectively and efficiently. We show that both neural networks and fuzzy logic have specific properties that make them suited for particular problems and not others. On the one hand, neural networks are appropriate for recognizing patterns. However, they do not facilitate compliance with the decisions. On the other hand, fuzzy logic systems are interpretable. However, they cannot automatically derive the rules they use to make those decisions. These limitations have been the central driving force behind creating a novel intelligent hybrid system, where two techniques are combined to overcome both limitations at the individual level.

    Qualis is a ranking of journals in which Brazilian graduate faculty have published in a given period in the past. We verified the adoption of Qualis to evaluate individuals in the selection for admission to a master's or doctorate in Information Science in Brazil: more than 20% of the programs adopt it, with no relevant relation to how the graduate program is ranked by CAPES, funder and regulator. This adoption devalues leading journals in rankings of elite databases that are not in the Qualis listings and contradicts the recommendation by CAPES itself, which requires clicking on the Sucupira Platform "I've read and understood" that Qualis only serves to evaluate the past production of graduate programs.

    Bu bölümde Sorgulama Topluluğu Kuramı bileşenleriyle birlikte açıklanarak alanyazındaki ilgili makalelerin analizi yapılmıştır. Sorgulama Topluluğu Kuramı, çevrimiçi öğrenme ortamlarında, öğrenenlerin birbirleriyle etkileşim kurarak işbirlikli etkinlikler gerçekleştirmelerini amaçlamaktadır. Kuram, sosyal bulunuşluk, bilişsel bulunuşluk ve öğretimsel bulunuşluk olmak üzere üç bileşenden oluşmaktadır. Çevrimiçi eğitimde anlamlı öğrenme bu üç bileşenin etkileşimiyle sağlanmaktadır. Sosyal bulunuşluk, bir sorgulama topluluğundaki katılımcıların iletişim aracılığıyla kişiliklerini sosyal ve duygusal olarak topluluğa yansıtma yeteneği veya katılımcıların gerçek olarak algılanma dereceleri olarak tanımlanmaktadır. Bilişsel bulunuşluk bir sorgulama topluluğundaki katılımcıların ortak araştırmaları ve tartışmaları sonucunda bilgiyi yapılandırma ve anlamlandırma süreci olarak, öğretimsel bulunuşluk ise, bilişsel ve toplumsal süreçlerin yönetilmesi, anlam oluşturma sürecinin kolaylaştırılması, tasarımı ve yönlendirilmesi şeklinde tanımlanmaktadır. Bölümün ikinci kısmında kuramın alanyazında kullanımına yönelik sistematik analiz gerçekleştirilmiştir. Analiz sonuçlarına göre kuramın makalelerde kullanım amacı değişkenlik göstermekte olup ilgili çalışmalarda en fazla kuram bileşenleri ve farklı değişkenler arasındaki ilişki incelenmiştir. Kuram ile sıklıkla ilişkilendirilen kavramların, akademik başarı, motivasyon, öğrenci katılımı, öğrenci memnuniyeti ve etkileşim olduğu görülmüştür. Ayrıca kuramın makale bölümlerinde (özet, giriş/kuramsal çerçeve, yöntem, bulgular/sonuç ve tartışma) kullanım şeklinin de farklılık gösterdiği belirlenmiştir. Hızla değişen çevrimiçi öğrenme ortamlarının sunduğu yeni fırsatlar kuram ile ilgili güncel çalışmalar yapılmasını gerektirmektedir.
