Succeed awards 2014 Nomination; The BVH project have been rewarded with the Succeed award 2014. This prize recognizes the successful implementation of a digitisation programme, especially those exploiting the latest technology and the output of research for the digitisation of historical text.The BVH (Bibliothèques Virtuelles Humanistes: Virtual Humanistic Libraries) is a research program devoted to the digitization and electronic publication of original source documents from the Renaissance period. Since 2003, its website has published digital facsimiles, selected Early Modern imprints (1450-1650) mainly from regional collections, and transcriptions of French texts of the same period, encoded according to the XML-TEI standard. Particular attention is paid to achieving great accuracy in the bibliographical description as regards the true states of originals and the closest correspondence between two distinct corpora, facsimile and text, linked by several levels of metadata in the main catalogue. The BVH team works in close collaboration with researchers from the Computer Science Laboratory of Tours (LI-Tours) to develop new technologies in the fields of image processing and pattern recognition. Open source software for layout analysis and text transcriptions, AGORA and RETRO, enables us to perform automatic extraction of graphic components from digitized books, and thus to build up specialized databases of iconographic and typographical material. As a member of the TEI consortium, we actively contribute to the development of a specialised schema for the transcription of Renaissance documents. Each step of processing and every component developed at the BVH is also intended for use by the whole digital community, creating a model for the digital library of the future.; Les Bibliothèques Virtuelles Humanistes (BVH) se sont vues décernées le prix Succeed 2014, soutenu par l’Union Européenne, qui récompense « la mise en œuvre réussie d’un programme de numérisation exploitant les nouvelles technologies et les travaux de recherche en matière de numérisation des documents historiques ».Le programme de recherche BVH numérise des documents patrimoniaux et publie des éditions électroniques de documents de la Renaissance. Depuis 2003, les BVH publient sur leur site internet une sélection de Fac-similés numériques - imprimés du début des temps modernes (1450-1650), principalement issus de fonds régionaux - et des éditions de textes français de la même période, encodés en XML selon les recommandations de la Text Encoding Initiative (TEI). Une attention particulière est portée à la description bibliographique respectant l'état original des sources et à la conservation de la correspondance entre les deux corpus distincts, fac-similés et textes, liés par leurs métadonnées communes. L'équipe BVH travaille en étroite collaboration avec l'équipe de recherche sur la Reconnaissance des Formes et Analyse d'Images du Laboratoire d'Informatique de Tours (LI Tours, équipe RFAI) pour le développement de nouveaux outils. Agora et Retro, logiciels open source, nous permettent d'extraire automatiquement les éléments (caractères et illustrations) des livres numérisés et ainsi, de constituer des bases de données spécialisées iconographiques et de matériel d'imprimerie. Membre du Consortium TEI, les BVH contribuent activement au développement d'un schéma pour l'édition de documents de la Renaissance. Les méthodologies et outils développés dans le cadre de ces recherches sont mises à la disposition de tous.

Les progrès en cours dans la couverture de l'enseignement primaire dans les pays d'Afrique subsaharienne vont résulter d'une façon ou d'une autre dans une expansion significative du premier cycle de l'enseignement secondaire. Au-delà des besoins de réflexions sur une nouvelle politique sectorielle dans la plupart des pays, il importe de savoir que cette expansion touchera d'abord les populations rurales dans la mesure où la couverture des enfants urbains est déjà forte et que le rural est caractérisé par un retard important dans de nombreux pays. Or une caractéristique du milieu rural est que les établissements sont souvent de petite taille, que ceci devrait plutôt s'accentuer avec l'expansion de la couverture et que les établissements (ruraux) de petite taille ont tendance à coûter sensiblement plus chers que leurs homologues scolarisant davantage d'élèves (pattern d'économies d'échelle dans la production scolaire). Dans ce contexte, la recherche documente en premier lieu la situation de chacun des pays tant au plan de la scolarisation que de l'intensité de la dimension rurale de l'expansion du 1er cycle secondaire dans une trentaine de pays de la région. En second lieu, elle documente le pattern d'économie d'échelle prévalant dans chacun d'entre eux pour aboutir à l'observation d'une grande variabilité sur ce plan. Ceci constitue la base de l'identification de principes qui pourraient se révéler utiles pour organiser ce cycle d'études de manière efficiente (les gains possibles se révèlent considérables), facilitant son expansion quantitative et l'équité dans l'accès à ce niveau tout en préservant la dimension qualitative des services éducatifs offerts. The ongoing progresses of coverage of primary education in Sub-Saharan African Countries are inevitably to impact lower secondary education in a significant manner. Beyond the need for all countries to identify a global policy to deal with the problem, it is important to understand that expansion of coverage of lower secondary education will concern rural populations since coverage is generally already relatively high in cities while it is lagging noticeably in rural settings; many schools will need to be built and operate in a near future. A basic characteristic of rural schools is that most of them enroll only a limited number of students and, in current circumstances tend to cost significantly more than their urban counterpart (pattern of economies of scale in the production of education services). In this context, the research provides information for a large sample of SSA countries both in terms of current coverage of lower secondary education in urban and rural settings and the magnitude of the rural dimension of its expansion in the future. Then the pattern of economies of scale is documented for most of them, helping to identify its global magnitude as well as its large variation across countries. This helps to identify first the countries that prove to be performing on that count and second some principles that could be use to help facilitate the expansion of coverage in an efficient manner in a context where, quantity, equity and quality considerations are together to be taken into consideration

AgFoodTrade Working Paper ; 2009-05AgFoodTrade ( New Issues in Agricultural, Food and Bioenergy Trade ) is a Collaborative Project financed by the European Commission within its VII Research Framework.; EU enlargement revives the debate around the participation to the EMU. We use a gravity model to see whether informal barriers have changed over a ten-year period covering the creation of the EMU, and whether their impact on European member countries' agriculturaland food trade has been modified. We find that it has led to lower information costs. We observe a diminishing marginal trade impact of both information and institutional barriers: the lower the level of these barriers, the lower the ma; EU enlargement revives the debate around the participation to the EMU.
