    Este trabajo aporta una mirada sobre Latinoamérica, y presta especial atención al concepto de gobernanza, especialmente en el contexto de la pandemia de covid-19. El virus ha traído innumerables efectos negativos en la región que deben tratar de mitigarse a partir del acuerdo y la toma de decisiones eficaces de los gobiernos. Antes de la pandemia, la región mostraba una complicada situación de gobernanza en muchos de sus países, por lo que la explosión del virus no hizo más que acentuarla. En este trabajo, definiremos el concepto gobernanza, para luego hablar de sus diferentes aspectos y ver cómo se traducen empíricamente en los Estados que conforman esta región. Abordaremos el indicador del juego de poder entre los actores y la calidad del sistema, y analizaremos cómo la pandemia ha venido a plantear —al menos— enormes interrogantes sobre los modos de los gobiernos para conducir y direccionar sus sociedades. This paper provides an overview of Latin America, and pays particular attention to the concept of governance, especially in the context of the COVID-19 pandemic. The virus has brought countless negative effects to the region that should be mitigated through effective government agreement and decision-making. The region, prior to the pandemic, showed a complicated governance situation in many of its countries, and the explosion of the virus only accentuated that situation. In this paper, we will define the concept of governance and then discuss its different aspects, and see how they empirically translate into the States of our region. We will address the indicator of the power game among the actors and the quality of the system, and how the pandemic has come to pose —at least— enormous questions about the ways in which governments conduct and direct their societies.     Desde la perspectiva institucionalista, el presente trabajo de investigación de la cátedra Análisis Institucional Aplicado al Campo de la Salud del Profesorado en Educación para la Salud de la FHYC-UNJu busca indagar en la singularidad de la situación de los sujetos y sus rasgos idiosincrásicos así como en el seguimiento en la temporalidad y la contextualización, a fin de comprender los rasgos peculiares de las instituciones y sus prácticas en educación y salud en un colegio secundario rural de la Puna jujeña en el periodo marzo-diciembre de 2020. El objetivo general es comprender los sentidos que tienen los docentes sobre las formas de habitar lo institucional durante el aislamiento social preventivo y obligatorio (ASPO) y el distanciamiento social preventivo y obligatorio (DISPO) por COVID-19. Se trata de una investigación cualitativa de enfoque etnográfico digital. Se utiliza la entrevista semiestructurada a cuatro docentes del área de ciencias sociales y el análisis documental de marcos normativos e informes de proyectos educativos. En cuanto a los resultados, el escenario de profundos cambios produjo rupturas y quiebres repentinos en la cotidianidad de las prácticas, irrumpiendo y reconfigurando la continuidad de tiempos y espacios de lo escolar. La nueva configuración o frontera simbólica que significó el paso de la estructura edilicia escolar al domicilio determina la organización de la enseñanza, entendida a partir de una relación pedagógica mediada por un teléfono celular —que se torna como característica desde que las formas de habitar lo institucional han sido interpeladas por la situación sanitaria por COVID-19—, y hacia la construcción de subjetividades en una escuela promotora de salud. From the institutionalist perspective, the present research work of the chair Institutional Analysis Applied to the Field of Health of the Professorship in Health Education of the FHyCUNJu seeks to investigate the singularity of the situation of the subjects and their idiosyncratic features as well as the monitoring in temporality and contextualization in order to understand the peculiar features of the institutions and their practices in education and health in a rural high school in the Puna of Jujuy in the period March-December 2020. The general objective is to understand the meanings that teachers have about the ways of inhabiting the institutional during the preventive and compulsor social isolation (ASPO) and the preventive and compulsory social distancing (DISPO) COVID-19. This is a qualitative research with a digital ethnographic approach. It uses semi-structured interviews with four teachers in the area of social sciences and documentary analysis of regulatory frameworks and reports on educational projects. As for the results, the scenario of profound changes produced ruptures and sudden breaks in the daily life of the practices, breaking into and reconfiguring the continuity of school times and spaces. The new configuration or symbolic border that meant the passage from the school building structure to the home determines the organization teaching, understood from a pedagogical relationship mediated by a cell phone —which becomes a characteristic since the ways of inhabiting the institutional have been challenged by the health situation by COVID-19— and towards the construction of subjectivities in a health promoting school.     En el 2020, debido a la propagación del virus SARS-CoV-2 a escala global, la Organización Mundial de la Salud (OMS) declaró emergencia de salud pública de preocupación internacional (OPS, 2020). Debido a este suceso, en Argentina y como en muchas otras partes del mundo, para garantizar la educación, la comunidad educativa se vio confrontada con la tarea de llevar a cabo la enseñanza de manera remota. En este contexto, los gobiernos establecieron directrices a través de Decretos y Resoluciones. Se propuso la implementación diversas estrategias con el fin de asegurar la continuidad de la educación. Por este motivo, el modelo de enseñanza-aprendizaje centrado en la presencialidad pasó a ser online, indefectiblemente, sucedió lo mismo con las formas de evaluar.     El objeto del presente ensayo es realizar un análisis del control de la Administración en el marco de la pandemia de la COVID-19. La emergencia como podremos observar presupone per se la necesidad de brindar respuestas inmediatas pero que de ningún modo pueden validar el incumplimiento de la normativa vigente. Lo que esta sí habilita es el ejercicio de facultades excepcionales para remediar y poner fin a tal situación. Es en esa utilización de remedios excepcionales en los que necesariamente van a encontrarse afectados por un lado derechos y garantías de raigambre constitucional y, por otro, la plena vigencia del sistema republicano de gobierno que presupone la división de las funciones de poder y el control recíproco de estas. La emergencia y las medidas adoptadas para afrontarla necesariamente deben realizarse en el marco del Estado convencional de derecho, y la presencia e intervención de los organismos de control se torna, a nuestro entender, imprescindible. También se realiza un análisis de la función de los organismos de control, los que en la situación de emergencia deben asumir su rol coadyuvante en pos de la actuación de la Administración en el marco de la legalidad que debe guiar siempre su accionar. The purpose of this essay is to carry out an analysis of the Administration’s control in the context of the COVID-19 pandemic. The emergency, as we can see, presupposes per se the need to provide immediate responses, but that in no way can validate the non-compliance with regulations in force. What it does enable is the exercise of exceptional powers to remedy and put an end to such situation. It is in this use of exceptional remedies that, on one hand, constitutional rights and guarantees will necessarily be affected and, on the other hand, the full validity of the republican system of government that presupposes the division of the functions of power and their reciprocal control. The emergency and the measures adopted to face it must necessarily be carried out within the framework of the conventional rule of law, and the presence and intervention of the control agencies becomes, in our opinion, essential. An analysis is also carried out of the function of the control agencies, which in the emergency situation must assume their role as coadjuvants in pursuit of the Administration’s action within the framework of the legality that must always guide their actions.     Este trabajo muestra la resolución de una situación problemática que enfrenta una organización al tener que modificar su modalidad de trabajo presencial a modalidad de teletrabajo en tiempos de emergencia, apresurada por la pandemia mundial surgida a raíz del virus COVID-19. En primer lugar, se tomaron decisiones teniendo en cuenta los recursos que se tenían al momento de la migración a la nueva forma de trabajo y, a partir de allí, se realizó un plan de seguridad que permite la integración gradual de políticas y recursos que refuerzan la seguridad de la información de la empresa.Este programa de protección de activos de la organización contempla distintos vectores que se deben tener en cuenta para abarcar una solución sólida, incluyendo tareas continuas, mantenimiento del plan y concientización de los empleados, factores fundamentales para el éxito del procedimiento.     El presente trabajo de investigación corresponde a la Cátedra de “Seminario Orientador y de Sistematización de la Intervención” de la carrera de Licenciatura en Trabajo Social, dictada en la Universidad Católica de Salta. Fue resultado de un proceso de prácticas virtuales debido al contexto de Pandemia por el Covid-19, realizadas en la Secretaría de Deportes y Juventud de la Municipalidad de Salta, durante el período comprendido entre los meses de mayo a noviembre del año 2020. En el primer Eje, se realiza un acercamiento hacia las diferentes concepciones sobre juventudes, que posibilita conocer las condiciones socio-históricas, pero también la visión sobre las mismas desde la Secretaría de Deportes y Juventud. El segundo Eje, brinda una caracterización de las Políticas Públicas implementadas en el año 2020 y un profundo análisis del proceso de trabajo. A su vez, en el tercer Eje, se presentan los distintos niveles de participación; inclusividad, intensidad, influencia y protagonismo. Buscando conocer, quiénes son los principales actores en este proceso de “Construcción de Políticas Públicas para Juventudes”.     Este trabajo aporta una mirada sobre Latinoamérica, y presta especial atención al concepto de gobernanza, especialmente en el contexto de la pandemia de covid-19. El virus ha traído innumerables efectos negativos en la región que deben tratar de mitigarse a partir del acuerdo y la toma de decisiones eficaces de los gobiernos. Antes de la pandemia, la región mostraba una complicada situación de gobernanza en muchos de sus países, por lo que la explosión del virus no hizo más que acentuarla. En este trabajo, definiremos el concepto gobernanza, para luego hablar de sus diferentes aspectos y ver cómo se traducen empíricamente en los Estados que conforman esta región. Abordaremos el indicador del juego de poder entre los actores y la calidad del sistema, y analizaremos cómo la pandemia ha venido a plantear —al menos— enormes interrogantes sobre los modos de los gobiernos para conducir y direccionar sus sociedades. This paper provides an overview of Latin America, and pays particular attention to the concept of governance, especially in the context of the COVID-19 pandemic. The virus has brought countless negative effects to the region that should be mitigated through effective government agreement and decision-making. The region, prior to the pandemic, showed a complicated governance situation in many of its countries, and the explosion of the virus only accentuated that situation. In this paper, we will define the concept of governance and then discuss its different aspects, and see how they empirically translate into the States of our region. We will address the indicator of the power game among the actors and the quality of the system, and how the pandemic has come to pose —at least— enormous questions about the ways in which governments conduct and direct their societies.     Desde la perspectiva institucionalista, el presente trabajo de investigación de la cátedra Análisis Institucional Aplicado al Campo de la Salud del Profesorado en Educación para la Salud de la FHYC-UNJu busca indagar en la singularidad de la situación de los sujetos y sus rasgos idiosincrásicos así como en el seguimiento en la temporalidad y la contextualización, a fin de comprender los rasgos peculiares de las instituciones y sus prácticas en educación y salud en un colegio secundario rural de la Puna jujeña en el periodo marzo-diciembre de 2020. El objetivo general es comprender los sentidos que tienen los docentes sobre las formas de habitar lo institucional durante el aislamiento social preventivo y obligatorio (ASPO) y el distanciamiento social preventivo y obligatorio (DISPO) por COVID-19. Se trata de una investigación cualitativa de enfoque etnográfico digital. Se utiliza la entrevista semiestructurada a cuatro docentes del área de ciencias sociales y el análisis documental de marcos normativos e informes de proyectos educativos. En cuanto a los resultados, el escenario de profundos cambios produjo rupturas y quiebres repentinos en la cotidianidad de las prácticas, irrumpiendo y reconfigurando la continuidad de tiempos y espacios de lo escolar. La nueva configuración o frontera simbólica que significó el paso de la estructura edilicia escolar al domicilio determina la organización de la enseñanza, entendida a partir de una relación pedagógica mediada por un teléfono celular —que se torna como característica desde que las formas de habitar lo institucional han sido interpeladas por la situación sanitaria por COVID-19—, y hacia la construcción de subjetividades en una escuela promotora de salud. From the institutionalist perspective, the present research work of the chair Institutional Analysis Applied to the Field of Health of the Professorship in Health Education of the FHyCUNJu seeks to investigate the singularity of the situation of the subjects and their idiosyncratic features as well as the monitoring in temporality and contextualization in order to understand the peculiar features of the institutions and their practices in education and health in a rural high school in the Puna of Jujuy in the period March-December 2020. The general objective is to understand the meanings that teachers have about the ways of inhabiting the institutional during the preventive and compulsor social isolation (ASPO) and the preventive and compulsory social distancing (DISPO) COVID-19. This is a qualitative research with a digital ethnographic approach. It uses semi-structured interviews with four teachers in the area of social sciences and documentary analysis of regulatory frameworks and reports on educational projects. As for the results, the scenario of profound changes produced ruptures and sudden breaks in the daily life of the practices, breaking into and reconfiguring the continuity of school times and spaces. The new configuration or symbolic border that meant the passage from the school building structure to the home determines the organization teaching, understood from a pedagogical relationship mediated by a cell phone —which becomes a characteristic since the ways of inhabiting the institutional have been challenged by the health situation by COVID-19— and towards the construction of subjectivities in a health promoting school.     En el 2020, debido a la propagación del virus SARS-CoV-2 a escala global, la Organización Mundial de la Salud (OMS) declaró emergencia de salud pública de preocupación internacional (OPS, 2020). Debido a este suceso, en Argentina y como en muchas otras partes del mundo, para garantizar la educación, la comunidad educativa se vio confrontada con la tarea de llevar a cabo la enseñanza de manera remota. En este contexto, los gobiernos establecieron directrices a través de Decretos y Resoluciones. Se propuso la implementación diversas estrategias con el fin de asegurar la continuidad de la educación. Por este motivo, el modelo de enseñanza-aprendizaje centrado en la presencialidad pasó a ser online, indefectiblemente, sucedió lo mismo con las formas de evaluar.     El objeto del presente ensayo es realizar un análisis del control de la Administración en el marco de la pandemia de la COVID-19. La emergencia como podremos observar presupone per se la necesidad de brindar respuestas inmediatas pero que de ningún modo pueden validar el incumplimiento de la normativa vigente. Lo que esta sí habilita es el ejercicio de facultades excepcionales para remediar y poner fin a tal situación. Es en esa utilización de remedios excepcionales en los que necesariamente van a encontrarse afectados por un lado derechos y garantías de raigambre constitucional y, por otro, la plena vigencia del sistema republicano de gobierno que presupone la división de las funciones de poder y el control recíproco de estas. La emergencia y las medidas adoptadas para afrontarla necesariamente deben realizarse en el marco del Estado convencional de derecho, y la presencia e intervención de los organismos de control se torna, a nuestro entender, imprescindible. También se realiza un análisis de la función de los organismos de control, los que en la situación de emergencia deben asumir su rol coadyuvante en pos de la actuación de la Administración en el marco de la legalidad que debe guiar siempre su accionar. The purpose of this essay is to carry out an analysis of the Administration’s control in the context of the COVID-19 pandemic. The emergency, as we can see, presupposes per se the need to provide immediate responses, but that in no way can validate the non-compliance with regulations in force. What it does enable is the exercise of exceptional powers to remedy and put an end to such situation. It is in this use of exceptional remedies that, on one hand, constitutional rights and guarantees will necessarily be affected and, on the other hand, the full validity of the republican system of government that presupposes the division of the functions of power and their reciprocal control. The emergency and the measures adopted to face it must necessarily be carried out within the framework of the conventional rule of law, and the presence and intervention of the control agencies becomes, in our opinion, essential. An analysis is also carried out of the function of the control agencies, which in the emergency situation must assume their role as coadjuvants in pursuit of the Administration’s action within the framework of the legality that must always guide their actions.     Este trabajo muestra la resolución de una situación problemática que enfrenta una organización al tener que modificar su modalidad de trabajo presencial a modalidad de teletrabajo en tiempos de emergencia, apresurada por la pandemia mundial surgida a raíz del virus COVID-19. En primer lugar, se tomaron decisiones teniendo en cuenta los recursos que se tenían al momento de la migración a la nueva forma de trabajo y, a partir de allí, se realizó un plan de seguridad que permite la integración gradual de políticas y recursos que refuerzan la seguridad de la información de la empresa.Este programa de protección de activos de la organización contempla distintos vectores que se deben tener en cuenta para abarcar una solución sólida, incluyendo tareas continuas, mantenimiento del plan y concientización de los empleados, factores fundamentales para el éxito del procedimiento. Tbis project sbovvs a resolution ofa problematic situation. with which an organization deals by having to modify its face-to-face work modality to work from home in emergency times, rushed by the world pandemic arising from COVID-19 virus. ln first place, some decisions were taken considering the resources that the organization had at the moment of the migration and, starting from there, a security plan was made allowing the integration of policies and resources that reinforce the company information security. This program of organization asset protection includes different vectors tbat must be taken into account to cover a solid solution, including continuous tasks, plan maintenance and employee training, fundamental factors for the success of the procedure.     El presente trabajo de investigación corresponde a la Cátedra de “Seminario Orientador y de Sistematización de la Intervención” de la carrera de Licenciatura en Trabajo Social, dictada en la Universidad Católica de Salta. Fue resultado de un proceso de prácticas virtuales debido al contexto de Pandemia por el Covid-19, realizadas en la Secretaría de Deportes y Juventud de la Municipalidad de Salta, durante el período comprendido entre los meses de mayo a noviembre del año 2020. En el primer Eje, se realiza un acercamiento hacia las diferentes concepciones sobre juventudes, que posibilita conocer las condiciones socio-históricas, pero también la visión sobre las mismas desde la Secretaría de Deportes y Juventud. El segundo Eje, brinda una caracterización de las Políticas Públicas implementadas en el año 2020 y un profundo análisis del proceso de trabajo. A su vez, en el tercer Eje, se presentan los distintos niveles de participación; inclusividad, intensidad, influencia y protagonismo. Buscando conocer, quiénes son los principales actores en este proceso de “Construcción de Políticas Públicas para Juventudes”. En el cuarto Eje, se dan aportes desde el Trabajo Social que proponen pensar en una (co) construcción de Políticas Públicas para Juventudes.
