The paper considers a local wavelet transform with a singular basis wavelet. The problem of nonparametric approximation of a function is solved by the use of the sequence of local wavelet transforms. Traditionally believed that the wavelet should have an average equal to zero. Earlier, the author considered singular wavelets when the average value is not equal to zero. As an example, the delta-shaped functions, participated in the estimates of Parzen – Rosenblatt and Nadara – Watson, were used as a wavelet. Previously, a sequence of wavelet transforms for the entire numerical axis and finite interval was constructed for singular wavelets. The paper proposes a sequence of local wavelet transforms, a local wavelet transform is defined, the theorems that formulate the properties of a local wavelet transform are proved. To confirm the effectiveness of the algorithm an example of approximating the function by use of the sum of discrete local wavelet transforms is given.

In the paper the algorithm for object detection in high resolution images is proposed. The approach uses multiscale image representation followed by block processing with the overlapping value. For each block the object detection with convolutional neural network was performed. Number of pyramid layers is limited by the Convolutional Neural Network layer size and input image resolution. Overlapping blocks splitting to improve the classification and detection accuracy is performed on each layer of pyramid except the highest one. Detected areas are merged into one if they have high overlapping value and the same class. Experimental results for the algorithm are presented in the paper.

Time-management refers to planning the available time in correspondence with personal goals and preferences of the employee. The criterion for efficient time-management lies in achieving definite goals in minimum possible time. This paper presents a short review of the literature on time-management. It is shown how scheduling theory may be used for optimal planning in time-management. The problem of minimizing the total (average) weighted completion time of the planned jobs by an employee is considered provided that only lower and upper bounds of the possible processing time of each job are known before scheduling. Software for constructing a permutation of the given jobs with the largest relative semi-perimeter of the optimality parallelepiped has been developed. Computational experiment on the computer showed the effectiveness of the developed algorithms for constructing schedules for time-management.

International standard HL7 FHIR for the exchange of medical data, designed to improve the interaction of independent medical information systems and reduce the cost of developing interfaces. FHIR introduces the term Resource as the main unit of meaningful information for transferring and storing data, describes a set of information resources and a protocol for interacting with the resource store through a REST service or messaging. A fixed basic set of information resources is designed to cover 80 % of information scenarios. This standard is used in the national system of electronic prescriptions in theRepublicofBelarus.

The problem of partitioning a logical circuit into subcircuits is considered. It is of great importance when performing optimization transformations in the process of circuit synthesis. The brief review of partitioning methods and algorithms is given, and two groups of algorithms are identified: constructive and iterative one. The interpretation of a logical circuit in the form of a graph is presented. The problem of partitioning in terms of a graph-theoretic model is defined and some algorithms for solving the partitioning problem are proposed. Logic circuit functions are defined by a system of logical equations. Algorithms perform the partitioning the system of logical equations into subsystems with the restrictions of the number of input and output variables. The data structures to execute the algorithms are defined. Various types of equations connections, obtaining better solutions for partitioning are described. The problems of the use of partitioning algorithms to improve the quality of the circuit at the stage of technology-independent optimization are investigated. The results of an experimental study carried out by the BDD optimization procedure for the functional description of the circuit and LeonardoSpectrum synthesis confirm the effectiveness of the developed algorithms. The algorithms are implemented as partitioning circuit procedures in the experimental FLC system for logical design.

It is shown that the choice of the time sampling parameter of the digital model of a continuous dynamic system with chaotic modes based on its dynamics makes it possible to control the characteristics of the output sequence, including avoiding short cycles and periodic behavior modes. On the example of the Lorentz system, the analysis of the law of motion of a chaotic system, linearized in the vicinity of points of stable and unstable equilibrium, is carried out, on the basis of which the parameters of the mathematical model of the generator of pseudo-random numbers are selected. The output sequence of numbers generated in proposed way is subjected to statistical and correlation analysis. Based on the results of the tests carried out, we can say that the obtained pseudo-random sequences based on continuous chaotic systems have statistically random properties and can be used in steganographic and cryptographic systems.

The results of the development of hardware and software system (micromodule), which detects and classifies underlying surface images of the Earth are presented. The micromodule can be installed on board of a light unmanned aerial vehicle (drone). The device has the size 5.2×7.4×3.1 cm, the weight52 g, runs on a Raspberry Pi Zero Wireless single-board microcomputer and uses a convolutional neural network based on MobileNetV2 architecture for real-time image classification. When developing the micromodule, the authors aimed to achieve a real-time image classification on inexpensive mobile equipment with low computing power so that the classification quality is comparable to popular deep convolutional network architectures. The provided information could be useful for engineers and researchers who are developing compact budget mobile systems for processing, analyzing and recognition of images.

Simpler than known structure of the system with error correction in calculations is proposed based on duplication and triplication of blocks with majority principle of choosing the values of signals. It is advisable to use the new fault-tolerant structure for automation devices with combinational logic. In fault-tolerant structure synthesis, the parity method is used to establish the fact of a fault in the main logic unit and the logical complement method is used determine incorrectly calculated output functions and to generate signals for their correction. The method also allows to adjust the values of incorrectly calculated functions. Structural diagram and description of error correction system are given. The synthesis algorithm of control equipment is described with minimization of the technical implementation complexity. The experiment results with control combinational circuits are given, confirming the high efficiency of proposed system structure with error correction.
